국문 초록

북한의 당중앙군사위원회는 군사 분야에서 나서는 모든 사업을 당적 으로 조직 지도하는 당의 최고군사지도기구로 군사 노선과 정책 등을 토의 하고 결정한다. 당중앙군사위원회의 이러한 위상과 역할은 김정일 시대에는 크게 위축 되었었다. 김정일이 이 기구를 잘 활용하지 않았던 것이다. 그러나 김정은 시대에 들어서는 본래의 위상과 역할을 다시 회복하였고 이전에는 확인하지 못했던 역할도 찾을 수 있다. 김정은은 당과 군의 최고 실력자들로 위원회를 구성하고 관련 회의 들을 수시로 개최하여 중요한 군사문제들을 결정하는 등 당중앙군사 위원회를 적극적으로 활용하고 있다. 또한 2015년 8월에 발생했던 남북 충돌 위기를 통해 당중앙군사위원회가 안보위기관리의 중심기구로 새롭게 확인되었다. 결국, 당중앙군사위원회는 당규약에 명시되어 있고, 김정은이 언급한 것처럼“ 국가방위와 관련한 중대한 전략적 문제들을 토의”하는 기구로서의 역할을 다하고 있는 것이다.

영문 초록

The North Korea s WPK S Central Military Commission is the party s highest military organ organizing and guiding all matters related to the military. It discusses and determines military directions and policies. Such status and roles of the WPK S Central Military Commission were greatly cut during the Kim Jong-il period as the former north Korean dictator did not make good use of this organ. Entering the Kim Jong-un era, however, the organ regained its original status and roles and has been able to find a role that has not been able to find before. Kim Jong-un formed the Commission with the most influential people in the party and military, and holds relevant meetings frequently to determine major military issues, actively utilizing the Commission. And the near conflict between the two Koreas in August 2015 has made it clear that the WPK S Central Military Commission is the new center of security crisis management. Consequently, the Commission is specified in the party’s regulations and has been performing its role as an organ tha“t discusses major strategic matters in relation to national defense” as Kim himself mentioned.
