냉전반공주의와 발전주의의 괴물

국문 초록

2017년 1월 공개된 국정 『고등학교 한국사』 교과서는 국정화 추진 세력의 정치적 욕망, 무리한 추진 과정, 엄청난 사회적 비판 속에 일종의 괴물과 같은 모습으로 탄생하고 말았다. 현대사 부문에 초점을 맞춘다면, 국정교과서의 특징은 다음과 같이 요약할 수 있다. 첫째, 국정교과서는 냉전반공주의와 발전주의가 혼합된 역사관에 의해 만들어졌다. 광복 직후부터 1950년대까지의 서술에서는 냉전반공주의 사관이 주를 이루며, 5.16쿠데타 이후의 서술에서는 발전주의 사관이 주를 이루고 있다. 국정교과서의 냉전반공주의 사관은 교학사 『한국사』 교과서가 보여주는 역사인식과 거의 유사하나, 사회적 비판을 최대한 피해가기 위해 훨씬 교묘한 서술방식으로 활용하였다. 그로 인해 ‘대한민국 건국’이라는 표현을 사용하지는 않았지만 건국절 주장이 기반하고 있는 역사인식은 그대로 받아들이고 있다. 또한 1960년대 이후의 서술에서는 경제발전만을 강조한다는 점에서 발전주의를 극단적으로 드러내고 있으며, 이는 현대사 전체 분량의 상당 부문을 광복~1950년대에 할애한 교학사 교과서와 차이를 갖는다. 둘째, 국정교과서는 시작부터 제기된 수많은 사회적 비판과 박근혜 대통령 탄핵이라는 정치적 상황의 변화로 자신의 역사관을 더욱더 은밀하게 숨기는 쪽으로 수차례 수정되었다. 원고본, 개고본, 현장검토본, 최종본으로 수정되는 과정은 사실 오류를 바로잡거나 완성도를 높이는 과정이라기보다는 문제가 될 만한 부분을 삭제하고, 사건과 국면의 역사적 의미를 축소하며, 의도를 행간에 숨겨놓는 과정이었다. 그런데 이 모든 과정을 1년 안에 추진하다보니, 완성도 면에서 심각한 문제를 갖게 되었다. 결과적으로 국정교과서는 역사를 국가화 하겠다는 애초의 의도도, 사회 보편의 교육적 요구에 맞추겠다는 명분도, 교과서로서의 자격도 갖추지 못한 ‘괴물’로 탄생하고 말았다. ‘괴물’은 폐기될 수밖에 없다.

영문 초록

The state-authored textbook Korean History for Highschool Students, which was released in January 2017, was born with a kind of monster in the face of political desire, excessive drive, and massive social criticism. If focusing on modern history, the characteristics of the textbook can be summarized as follows. First, the state-authored textbook was created by a mixture of the cold war anti-communism and developmentalism. The cold war anti-communism is the main force in the description from the period after liberation to the 1950s, and the developmentalism is the main force in the description after 5.16 coup d’État. Although the cold war anti-communist view of the textbooks is almost similar to the historical perception displayed by the Kyohhaksa Korean history, it used it in a far more subtle narrative method to avoid social criticism. Meanwhile, it did not use the expression “National Foundation of the Republic of Korea” but it still accepts the perception of “National Foundation Day of the Republic of Korea” argument. In addition, the post-1960s descriptions of the the textbook have shown extreme developmentalism in that they emphasize only economic development, which is different from the Kyohhaksa Korean history dedicated of its almost part to the independence and 1950s. Second, Because of a number of social criticism raised from the start of the textbook, and the impeachment of the president Park Geun-hye, the textbook was modified several times to hide its view of history more privately. The process of revision from the original version to the final version was not really the process of correcting errors or improving completeness, but rather the process of deleting problematic parts, reducing the historical meaning of events and situations, and hiding intent between the lines. However, because the whole process was carried out within a year, a serious problem was encountered in terms of completeness. As a result, the state-authored textbook was created as “Frankenstein” that did not have the original intention to nationalize history, meet the educational needs of the general public, or qualify as textbooks. The Frankenstein can only be discarded.
