국문 초록

풀뿌리 민주주의로 대표되는 지방의회에서 여성의원들은 여성의 대표성 확대와 올바른 풀뿌리민주주의의 실현이라는 중요성 가지고 있다. 그렇기에 본 연구는 지방의회 여성의원의 정치영역 확대에 관한 중요성을 인식하고, 지방의회에서 여성의원들의 정치영역이 확대되었는지를 파악하고자 하였다. 최초의 전국동시지방선거에서부터 2014년 지방선거까지 광역의회 및 기초의회로 진출한 여성의원들을 대상으로 하여 정치영역의 확대를 경험적으로 분석하였다. 연구결과 첫째, 정치영역을 확대한 지방의회 여성의원들의 비율은 증가하는 추세이며, 4회 지방선거에서부터 그 비율이 급격하게 증가하였다. 이러한 확대는 지방의회 내에서 이루어졌고 그 외에 지방자치단체나 국회로 영역을 확대하는 경우는 미비한 수준이었다. 둘째, 정치영역의 확대를 한 남성의원의 수는 점차 감소하고 있기는 하나 여전히 여성의원의 정치영역 확대는 남성에 비하여 미미한 수준이었다. 마지막으로 정치영역을 확대한 의원의 성별에 따라 연령, 학력, 출마지역, 소속정당 및 초선의원유형 등의 차이가 확인되었고, 이러한 관계는 통계적으로 유의미한 결과인 것으로 나타났다.

영문 초록

At local councils represented by gross-roots democracy, female members of local councils have critical meaning of expanding representations of women and realizing gross-roots democracy. In this respect, this study aimed to find out the importance of female members’ role in political career and whether local councils extended the scope of careers for female members. The research was conducted on female members who served for basic local councils and metropolitan councils from the first local elections to the 6th local elections. The study took empirical approached to explore the current status of expansion of political careers. First, my findings confirm that there has been a rise in the proportion of female members who expanded their political careers. This proportion showed rapid increase from the 4th local election. The expansion was made within the council and not enough was done to expand to local governments or the National Assembly. Second, the number of male members who already expanded their political careers is gradually decreasing but still, the expansion of female members is insignificant compared to men. Finally, in terms of members of local councils who expanded their political career, it was able to identify differences in age, academic background, running region, political party, a newly-elected member and this relationship was statistically significant.
