성인지 예산제도의 재정민주주의적 의의에 관한 시론

국문 초록

이 연구는 재정민주주의와 성인지 예산과의 관계에 관한 시험적 연구이다. 기존의 재정민주주의논의가 민주주의의 절차적 측면인 입법부와 행정부간의 견제와 균형, 투명성 그리고 시민사회의 참여 중심으로 이루어지면서 재정민주주의의 내용적 측면이 주목받지 못해왔다고 보고, 성인지 예산제도의 분석을 통해 재정민주주의 절차적 측면만이 아니라 형평성이라는 내용적 측면도 살펴보고자하였다. 이는 지금까지의 성인지 예산 관련 연구가 주로 제도 운영이나 경제적 효과에 관하여 이루어진 것과 달리 민주주의라는 정치적 측면에서 그 의미를 탐색해 보고자 하는 것과도 연관된다. 연구결과, 재정민주주의의 절차적 측면에서 볼 때 성인지 예산제도를 통해 정부의 예산안 편성과결산에 대하여 국회가 성인지 관점에서 통제할 수 있게 되고, 제도의 운영과정에서 성별 재정 정보가 생성되고 공개됨으로써 재정영역에서 성별분리정보에의 접근성과 투명성이 높아지며, 여성 및시민단체가 예산과정에 관심을 가지고 참여함으로써 성평등 재정 거버넌스를 촉진하는 토대가 형성되기 시작했다는 점이 확인되었다. 또 내용적 측면에서 볼 때에도 미시적인 성평등 효과가 발견되고있어 대의제도가 갖는 한계를 보완하고 있다고 보았다. 다만 성인지 예산제도의 취지를 반영할 여성대표성이 취약하고, 결산심사 중심으로 성인지적 재정통제가 이루어지고 있으며, 성별분리통계의 부족과 부정확성이 해결될 필요가 있고, 성평등 재정을 위한 시민사회의 참여가 미미한 점과, 성인지 예산제도의 미시적인 성평등 효과는 확인되나 거시적 영향은 모호한 것으로 분석되었다. 앞으로 이 시험적 연구를 시작으로 하여 성인지 예산과 재정민주주의에 대한 보다 구체적이고 섬세한 연구가 전개되기를 기대한다.

영문 초록

This tentative study shows the relationship between the financial democracy and gender-responsive budgets. I examine not only the process of the financial democracy but also equity as the contents of the financial democracy through the analysis of gender budget system. The previous discussions of financial democracy have focused on the checks and balances between government and parliament, transparency, and civic participation rather than the contents of the financial democracy. This study also propose the political interpretation of the gender budgeting rather than the operation of systems or economic effects. This study approaches two aspects, the processing and contents of the financial democracy. I summarize three main findings about the first aspect. First, gender budgeting enables the control of budgeting and account settlement democratically from the gender perspective. Second, collection and opening of gender information on finance promote access and transparency from the operating system. Third, the participation and the interests of women and civilian produce the foundation which increases gender equality financial governance through the process of budgeting. With respect to second aspect, I found the effect of the micro gender equality. Such result compliment the limitation of the system of representation. However, representation of women who is reflecting on gender budgeting is insufficient and the control of gender budget is focus on the bottom line. The lack and inaccuracy of gender-separated statistics should be improved. Civic participation for gender equality is not sufficient, too. And the micro impact of gender equality is confirmed, but macro effect is not clear. This experimental study will be foundation for more detailed works on gender budgeting and democracy.
