일선관료의 서비스 지향과 행동에 대한 분석

국문 초록

본 연구의 목적은 일선관료들의 서비스 지향과 행동의 결정요인을 분석하는 데 있다. 대시민 서비스에서 일선관료들의 서비스 지향과 행동의 중요성에도 불구하고 이에 대한 연구결과가 부족하다. 이에 본 연구에서는 설문조사결과를 바탕으로 일선관료들의 서비스 지향과 행동에 영향을 미치는 변수들의 영향력을 검증하고자 하였으며, 특별히 공공봉사동기가 서비스 지향과 행동에 미치는 직접효과와 조절효과를 검증하였다. 분석결과를 보면 첫째, 업무동기, 직무효능감, 직무만족 등이 서비스 지향에 正(+)의 영향을 미치고, 목표 모호성은 負(-)의 영향을 미치고 있다. 업무동기, 직무효능감, 서비스 훈련, 조직지원 등이 서비스 행동에 正(+)의 영향을 미치고, 목표 모호성은 負(-)의 영향을 미치고 있다. 둘째, 공공봉사동기는 서비스 지향 과 서비스 행동에 正(+)의 영향을 미치고 있다. 공공봉사동기의 세 가지 하위차원인 공공가치몰입과 동점심, 자기희생 각각의 영향력을 보면, 공공가치몰입과 동정심이 서비스 지향에 正(+)의 영향을 미치고 있으며, 서비스 행동에서는 자기희생도 正(+)의 영향을 미치고 있다. 이중 동정심은 독립변수 중에서 가장 큰 설명력을 보이고 있으며, 공공봉사동기는 모형의 설명력을 크게 높여주고 있다. 셋째, 공공봉사동기 중 자기희생이 직무만족-서비스 지향, 서비스 훈련-서비스 행동 간 관계를 조절하는 것으로 나타났다.

영문 초록

The purpose of this study is to analyse the determinants of street-level bureaucrats’ service orientation and behavior. Despite the importance of street-level bureaucrats’ service orientation and behavior in providing civil services, there are few studies on this. Based on the survey results, this study was intended to verify the impact of parameters on service orientation and service behavior of street-level bureaucrats, especially the direct effect and moderating effect of public service motivation. The analysis results show that, first, work motivation, professional efficacy, and job satisfaction were positively related to service orientation, while goal ambiguity was negatively related to service orientation. Work motivation, professional efficacy, service training and organizational support were found to increase service behavior, while goal ambiguity was found to reduce service behavior. Second, public service motivation had positive influence on service orientation and service behavior. Among the three lower dimensions of public service motivation such as commitment, compassion, and self-sacrifice, commitment and compassion had positive association with service orientation. In the case of service behavior, self-sacrifice had also positive association with service behavior. Compassion was found to be the most influential independent variable and public service motivation made the model more powerful. Third, self-sacrifice was playing a moderating role the relationship between job satisfaction and service orientation, and between service training and service behavior.
