국문 초록

이 연구는 지방정부와 중앙정부의 서울지역 창업생태계정책 실태 및 협력 사례를 살펴보고 이 를 바탕으로 지방정부와 중앙정부간 협력 강화를 위한 시사점 도출을 목적으로 한다. 창업정책은 일자리 창출 등 각국의 경제현안 해결을 위한 핵심정책으로 자리 잡고 있다. 창업생태계 관점에서 창업활성화를 접근하고 창업생태계정책의 중요성을 강조하거나, 창업정책 전반의 개선방안을 제시하는 국내외 선행연구들은 있었지만, 지방정부와 중앙정부간 창업생태계정책 협력에 대한 시사점을 제시한 연구는 없었다. 이에 따라 이 연구에서는 창업 중 기술·지식기반창업을 중심으로 창업생태계와 이와 관련 개념인 산업클러스터의 구성요소, 속성, 성공요건 등을 검토 한 후, 우리나라 창업생태계를 대표한다고 볼 수 있는 서울지역 창업생태계를 연구대상으로 삼아 서울 창업생태계 현황, 지방정부와 중앙정부의 창업생태계 정책과 협력사례를 살펴본 후, 이 를 바탕으로 협력 강화를 위한 정책적 시사점을 도출한다.

영문 초록

The purposes of this study are to review the present condition of Seoul ecosystem and the cases of policy cooperation between regional government and central government, to present implications for strengthening policy cooperation between these two parties. Entrepreneurship policy is one of the most important policies of almost all the governments to solve the economic challenges including job creation. There are many studies to address entrepreneurship promotion in the view of entrepreneurship ecosystem or to emphasize importance of related policies, but no study suggests policy alternatives for strengthening cooperation between regional government and central government. This study reviews the elements, attributes, success factors and the cases of policy cooperation between regional government and central government, and based on the review, presents implications for strengthening policy cooperation between these two parties for Seoul entrepreneurial ecosystem which represents Korean entrepreneurship ecosystem.
