국문 초록

이 논문은 창조도시 연구가 기존의 해외 성공 사례와 정책의 무비판적 수용에 치중했다는 것을 비판한다. 이러한 비판 위에서 이 논문은 첫째, 존 러스킨의 문화경제론- 고유가치와 향유능력 -이 창조도시에 던지는 시사점을 찾는다. 러스킨 사상의 메시지는 지역의 고유한 개성에 주목할 필요가 있다는 점, 지역 ‘고유가치의 이중성’에 대한 주민의 향유능력을 높이기 위해 주민 간 대화가 필수적이라는 점, 인간의 고귀한 정신(혼)을 창작활동에 불어넣는 예술의 원리가 생활 과정 전반으로 확산(‘생활의 예술화’)되어야 한다는 점, 지역의 고유가치와 주민의 향유능력을 높이는 환경의 조성이 창조도시정책에 해당한다는 점 등이다. 둘째, 이러한 사상적 기반 위에서 지역발전위원회가 2010년부터 추진한 ‘창조지역사업’을 중심으로 네 가지 모범 사례를 분석한 결과, 지역의 고유한 자원을 혁신으로 바꾸는 ‘과정’(process)이 창조성(creativity)이라는 점, 그리고 ‘지역을 알고 지역에 대한 애정과 열정을 가진 인력’의 존재 유무가 창조적 사업의 성공 요인이다. 셋째, ‘창조지역사업’에 대한 평가와 향후의 정책 과제를 제시한다. 마지막으로, 이 논문은 창조도시정책과 창조지역사업과의 동태적 관련성에 대한 연구로까지 나아가지 못한 한계성을 지닌다.

영문 초록

The paper criticizes the recent research flows surrounding creative city that try to copy uncritically successful cases of creative city overseas and their policies. On the critical viewpoint, firstly, the paper endeavors to derive the implications of John Ruskin s cultural economics for creative city; finding out intrinsic value of the city in question, developing acceptant capacity of the citizens for intrinsic value, puting art principle, that is the combinations of hand, head, and heart, into daily lives of the citizens, and creating the climate that stimulates intrinsic value and acceptant capacity of the citizens. Secondly, the paper endeavors to propose Creative Regional Development Projects adopted in 2010 by the Presidential Committee on Regional Development, as successful case of creative city in Korea. For the empirical study, we select four cases among the Projects. From the study, it can be found that creativity in the city means the process to make changing intrinsic resources of the city into innovations, and also that key point of the success depends on whether there is creative people who have full knowledge of the region and love for the region, or not. Thirdly, the paper tries to evaluate Creative Regional Development Projects, and then to derive policy issues of the Projects. Finally, the paper points out the weak point of the paper, especially the insufficient analysis for dynamic relationship between the Projects and creative city policy.
