국문 초록

최근 지방자치단체의 재정이 악화되면서 지방자치단체간 협력의 필요성이 증대하였다. 문화정책에서도 지자체간 협력의 필요성이 늘어나고 있으나 이에 대한 국내의 연구는 아직 드문 상황이다. 본 연구는 문화정책 분야 지방자치단체간의 협력을 바라보는 관점으로서 서비스 전달을 위한 협력과 지역 거버넌스 체제 구축 차원의 협력을 제시하였다. 이를 뒷받침하기 위해 지자체 협력에 관한 이론적 논의를 제시하였으며 국내의 여건과 현황을 검토하였다. 서비스 전달을 위한 지자체간 협력이라는 관점에서는 한정된 자원의 효과적 사용을 위한 효율성이 중시되며 다양한 사례들을 공동구매, 공동제작, 공동마케팅, 복지서비스로 구분할 수 있다. 지역 거버넌스 구축은 지자체간 협력이 공동의 브랜드와 정체성을 수반하는 경우에 실효성과 지속성을 갖추기 위해서 필요하며 민주적이면서 사회통합적 가치를 중시하는 특성을 갖고 있다.

영문 초록

Recently the needs for inter-municipal cooperation has increased, as the financial situation of local authorities is getting worse. Although inter-municipal cooperation is increasingly needed in the area of cultural policy as in others, researchers paid little attention to this subject. This study provides two ways of viewing inter-municipal cooperation in cultural policy, namely service delivery system and regional governance. To understand these approaches we review theoretical discussions on inter-municipal cooperation and investigate domestic conditions for this policy. From the standpoint of service delivery system which focuses on efficient use of limited resources, a variety of cases in cultural policy can be differentiated into co-purchase, co-production, co-marketing and welfare service. When the inter-municipal cooperation includes co-branding and sharing of identities, the forming of regional governance is indispensible and highlights the value of democracy and social integration.
