창의교육에서 문화교육으로: 영국 신노동당 및 보수·자민당 연합정부 간 문화예술교육 정책변동에 관한 비판적 고찰

국문 초록

이 연구는 영국 신노동당 집권기와 보수·자민당 연합정부 집권기에 이르기까지 지난 18 여 년간의 정부주도 예술교육 정책지형의 변동을 각 정부가 지향했던 정치담론과의 연계선 상에서 조망하고, 정책변화의 함의를 비판적으로 고찰하는 것에 그 목적이 있다. 정책지형의 변동과정을 보다 면밀히 살피기 위한 장치로서 각 집권기의 대표적인 예술교육 정책프 로젝트인 Creative Partnerships와 Music Education Hubs를 사례분석의 대상으로 삼는 다. 연구결과, 영국 예술교육관련 정책지형 변동에 있어 핵심담론이 ‘Creative Learning (창의교육)’에서 ‘Cultural Education(문화교육)’으로 변화했으며, 이러한 정책변동이 단순히 경제적 위기 상황 및 정권교체의 결과라기보다는, 각 정부의 국정철학인 “제3의길(The Third Way)”과 “빅 소사이어티(Big Society)” 이념을 긴밀히 반영하고, 더불어 문화정책 영역 및 예술계 내부의 다양한 역학을 복합적으로 반영한 것임을 확인하였다.이런 점에서 ‘창의교육’ 및 ‘문화교육’이라는 정책담론은 기존 교육학 및 예술교육과 관련된 학문적 논의를 통해 숙성된 개념이라기보다는, 각 정부의 정치적 이해관계를 충실히 반영하는 가운데 형성된 구조적 산물이자 ‘정책적 수사(policy rhetoric)’로서 이해되어야 하며, 이들은 각 정부가 추진한 정책목표를 효과적으로 합리화하는 이데올로기적 담론기제로서 기능해왔음을 지적한다. 현 연합정부 집권 하에서 “문화교육”담론 하에 추진되는 일련의 예술교육 정책이 수월성 중심 및 개인의 자발적 선택에 의거한 교양교육이란 측면을 강조 하고, 문화예술 및 예술교육과 창조산업 간의 선 순환적 연계성보다는 분리적인 정책인식을 반영하고 있음을 고려할 때, 이러한 특징이 창조경제 실현을 위한 인력양성전략이란 관점에서 한계성을 가질 수밖에 없음을 지적한다. 정당 별 정치적 이해관계에 따라 변동하는 예술교육의 불완전한 위상의 문제점을 지적하고, 보다 근본적인 차원에서 예술교육의 다양한 가치와 목표에 대한 논의가 시급함을 강조한다.

영문 초록

The purpose of this study is to present critical reflections on the changes of arts education policy in the UK, specifically focusing on the case of England over the past 18 years under the New Labour administration (1997-2010) and the Conservative-Liberal Democratic Coalition administration (2010-2015). In order to provide more contextual analyses, the study attempts to examine the respective administrations’ political discourses of The Third Way and Big Society and then illuminate the extent to which they have exerted influence on arts education policy formation and their supporting policy rationales within the broader field of cultural policy. Drawing on a case analysis of two government-initiated arts education policy projects – ‘Creative Partnerships’ of the New Labour administration and ‘Music Education Hubs’of the Coalition administration, this study identifies some distinctive characteristics and contrasting differences of arts education policy rationales between the New Labour and Coalition administrations. Analyses provide evidence that the changes of arts education policy between the New Labour and Coalition administrations can be encapsulated as the shift of key policy discourses from Creative Learning to Cultural Education. The study argues that these respective discourses not only reflect the political ideals of ‘The Third Way’ of New Labour and ‘Big Society’ of Coalition but also represent the innate dynamics of the cultural policy field. In this regard, this research argues that the policy notions of ‘Creative Learning’ and ‘Cultural Education’should be interpreted as political construction (i.e., policy rhetoric) and differentiated in the academic literature on arts education. This study also critically challenges the underlying implications of the recent arts education policy movements under the policy rhetoric of ‘Cultural Education,’ which emphasizes artistic excellence and individual choices, and examines the extent to which they hold fundamental limitations in their restricted approach to creative workforce development towards the realization of a creative economy.
