국문 초록

본 논문의 목적은 박근혜정부가 추진하고 있는 문화융성과 창조경제의 정책 융합을 통해 창조경제와 문화융성을 더 효과적으로 추진할 수 있음을 보이는 것이다. 그 내용은 세 가지로 요약된다. 우선, 한국의 창조경제는 과학기술적 창의성을, 그리고 서구 선진국의 창의 경제는 문화예술적 창의성을 중시하는 것으로 차별화 하였다. 다음으로는 모든 개인은 창의상품의 소비로부터 얻게 될 창의성 때문에 문화예술의 일상화 및 진화적 대중화를 유발할 수 있음을 보여주었다. 마지막으로 문화다양성, 인문정신문화의 증진, 그리고 고부가 관광 실현 등의 정책 과제의 실례를 보임으로써 문화융성을 위한 각 정책들이 창의산업 지원 정책의 형식으로 창조경제의 발전에 이바지할 수 있음을 보였다.본 논문은 이상의 과정을 촉진시킬 수 있도록 다음의 네 가지 정책 함의를 제안한다. 첫번째는 학교 및 사회에서의 문화예술교육을 강화하는 것이다. 두 번째는 창조경제가 21세기 창의시대에 부응하는 경제정책으로 성공하려면 문화예술을 담당하는 문화체육관광부가 창조경제의 수립에 적극적으로 참여해야 한다는 것이다. 세 번째는 경제경영, 과학기술 그리고 문화예술의 전문가들로 구성된 대통령 직속의 통합위원회를 조직하는 것이다. 마지막은 광역자치단체, 중소도시 및 군은 문화예술의 창의성을 바탕으로 하는 경제정책으로 지역창의경제 정책을 수립 및 집행해야 할 것이다.

영문 초록

The main purpose of this paper is to illustrate how the integration of the cultural prosperity policy into the creative economy policy launched by the Park Geun-hye administration accomplishes the goals of fostering a creative economy and cultural prosperity. Three findings are yielded from the analysis. Firstly, the creative economy implemented in Korea is based on technological and scientific creativity, whereas the creative economy in other developed countries is based on artistic and cultural creativity. Secondly, individuals can develop high standards of art and culture through the expectation of the enhancement of creativity by consuming creative products. Lastly, the policies for cultural prosperity, when transformed into policies for the creative industries, can contribute to the development of a creative economy. The paper suggests four policy recommendations to stimulate the policy integration of cultural prosperity and creative economy. The first is to strengthen art education in school and society. The second is to have the Ministry of Culture, Sports, and Tourism play a major role in developing the creative economy policy. The third is to establish a new presidential committee that consists of experts in art, economics, and science. The last is to encourage local governments to implement a regional creative economy that focuses on artistic and cultural creativity.
