국문 초록

2000년대 들어 문화콘텐츠의 창의력을 기반으로 하는 창의경제의 가치를 인식한 세계 각국의 창의산업 정책이 고도화되기 시작했고, 특히 클러스터 정책을 통해 창의산업을 지역경제 활성화 정책과 결합한 많은 성공모델들이 만들어지게 되었다. 국내에서도 지난 십여 년 동안 다양한 문화콘텐츠산업 클러스터 모델들이 정책화되어 시행되고 있다. 본 연구는 국내 문화콘 텐츠산업 클러스터 정책이 발전해온 과정과 시기별 주요 정책이슈들을 살펴보고, 이를 통해 국내 문화콘텐츠산업 클러스터 정책의 성과와 한계들은 무엇이었는지 고찰해보고자 한다. 이를 위해 2000년대 이후 클러스터의 개념에 대한 국내외 논의들을 검토하고, 해외 성공사 례들을 분석하였다. 또한 국내 문화콘텐츠산업 클러스터 정책에 대한 연구들을 살펴보고 도입 기-확장기-광역권역 중심 전환기를 지나 창의경제 시대에 접어든 국내 문화콘텐츠산업 클러스터 정책 발전과정을 단계별로 정립해보았다. 이를 통해 ‘허브 앤 스포크(hub & spoke)’ 전략의 관점에서 중앙의 통합적 정책조정자 역할과 지방 클러스터의 특화전략 구현 모델과, 복합형 클러스터 지향, 입주 기업들에 대한 파격적 지원, 지역 연구역량 제고 등을 제언하였다. 본 연구는 국내 문화콘텐츠산업 클러스터 정책의 발전 단계를 체계적으로 정리하고, 창의경제시대에 문화콘텐츠산업과 지역정책을 융합하는 이론적 근거를 제시하였다는 학술적 의의를 가진다. 또한 정책담당자와 문화콘텐츠기업들에게 클러스터의 활용 모델에 대한 시사점을 제공하는 정책적 공헌점이 있다.

영문 초록

In early 2000s, multiple countries around the world came up with a number of success models that combine the creative industry with local economy vitalization policy through clustering policies. Korea has prepared and executed a variety of clustering models in cultural content industry for the past decade or so. Against this backdrop, this study aims to examine the process of development of clustering policies in domestic cultural content industry, based on which I would like to identify the accomplishments and limitations of those policies and to come up with a development direction in the future. For this, I have analyzed discussions of the concept of clustering after 2000s at home and abroad and success cases overseas. In addition, I have looked into researches into clustering policies in domestic cultural content industry and analyzed clustering policies in domestic cultural content industry that have entered into the era of creative economy following the introduction, expansion and shift toward the metropolitan area basis in a chronological order. Based on these, I have presented several proposals, including role allocation model between central and regional governments from the perspective of ‘hub & spoke’ strategy, pursuit of compound clustering, sensational incentives for residing businesses, and raising local research competencies. The academic achievement of this study is to present the theoretical basis for systematically organizing the development process of clustering policies in domestic cultural content industry and combining the cultural content industry with local policies in the era of creative economy.
