국문 초록

본 연구는 정당공천제와 후보자 선출방식에 대한 당원들의 의견을 알아보는 것을 목적으로 하였 다. 이를 위해 지방선거 정당공천제에 대한 당원들의 의견을 알아보았고 다양한 공천방식에 대한 선호도를 조사해 보았다. 또한 당원들은 각 정당의 공천방식을 어떻게 평가하고 있는지 살펴보았 다. 특히 당원들의 의견을 정당별로 구분해 살펴봄으로써 어떠한 상이한 점이 발견되는지 알아보 았다. 당원들은 기초단체장과 기초의원 정당공천제를 긍정적 시각으로 보고 있음을 알 수 있다. 공천방식에 대한 당원들의 의견을 살펴보면 일정한 자격을 갖춘 당원들만의 참여에 의한 경선에 대해서 가장 높은 호응도를 보이고 있는데 비해 일반국민(비당원) 참여 경선에 대해서는 가장 부정적 견해를 제시하고 있는 것으로 나타나고 있다. 공천방식에 대해 당원들은 외부인들에 의해 공천이 결정되는 방식을 선호하고 있지 않음을 보여주고 있다. 중앙당의 공천 비율과 경선 비율에 대한 당원들의 의견을 살펴보면 당원들은 광역단체장, 광역의원, 기초단체장, 기초의원 순으로 중앙당의 영향력을 인정하고 있는 것으로 나타나고 있음을 발견할 수 있다. 마지막으로 당원들의타 정당 공천방식에 대한 평가를 알아보았는데 민주노동당 공천방식에 대한 평가가 가장 긍정적 인데 비해 자유선진당과 한나라당에 대한 평가는 부정적이다. 한편 소속 정당 공천방식에 대한 평가를 살펴보면 민주노동당 당원들의 평가가 가장 긍정적이며 자유선진당 당원들의 평가가 가장 부정적임을 알 수 있다. 특히 민주노동당을 제외한 다른 정당 당원들은 소속 정당 공천방식 평가 임을 감안할 때 불만족스러운 점이 많다는 점을 엿볼 수 있었다. 조사결과는 정당공천제와 후보자 선출방식에 대해 당원들은 다양한 의견을 가지고 있음을 보여주고 있다. 이들은 정당의 주요 구성원이며 누구보다 지방선거 출마에 커다란 관심을 가지고 있는 희망자이기에 이들의 의견에 정당 지도부는 커다란 관심을 가져야 할 필요가 있다. 한국의 민주주의 발전은 정당의 민주화 없이 불가능하다. 한편 한국 정당의 발전은 당원 없이는 불가능하다. 이러한 점을 감안할 때 당원들의 의견을 알아보고 그들의 요구와 선호가 반영될 수 있도록 민주적으로 정당을 운영하는 것은 궁극적으로는 한국 민주주의 발전에 기여하는 길이라 말할 수 있다.

영문 초록

This research aims at surveying opinions of party members on the party nomination system, for which preference of party members on diverse party nomination processes in the local election was studied. In particular, it differentiated each party members opinion on the party nomination system to know whether there were some opinions in common. Survey results shows positive views on nominating local mayors and council members in the local election by the various political parties. And it is found that among the diverse nomination systems party members prefer a nomination system participated by party members only to a nomination system allowed the public to participate. In other words, the study shows party members are in disfavor of nomination systems determined by non-party members, endorsing the authority of party in nominating candidates in the local election. Lastly, the results shows members evaluation on the nomination system of different parties. They rated the nomination system of the Democratic Labor party highest while those of the Liberty Forward Party and the Grand National Party lowest. The members of the Democratic Party were very satisfied with their system, meanwhile the members of the Liberty Forward Party were very unsatisfied with theirs. Survey results illustrated that party members have diverse views on party nomination systems. Party leaders should pay attention to their opinions because they are potential candidates who might be interested in running for their next local elections. Political development can be achievable only when political parties are democratized. Democratization of political parties is feasible when opinions of members are well reflected in the decision making process of the parties.
