세계화 시대 한국의 자원동원과 차별적 현상 : 김대중 정부시기를 중심으로

국문 초록

동원의 현상은 어느 국가에서나 발생할 수 있으나, 정치적인 민주화의 수준이나 경제적인 산업화의 정도, 사회적인 분화와 다원화의 상태에 따라 동원의 목표나 형태, 그 규모 등이 다소 차별적인 모습을 보이게 되고, 동원에 대한 개념이나 대중들의 인식 내용들도 상당한 상이성을 띠게 된다. 한국의 경우에는 사회보다 국가가 주도하는 자원동원이 정치적, 경제적 목적에 의해 빈번하게 발생했던 경험을 갖고 있다. 1980년대까지의 한국은 권위주의 정치체제가 장기간 지속되었고, 산업화의 발전 수준이 낮았고, 사회의 다원화 수준이 높지 않았으며, 안보적으로 심리적 불안감이 가중되게 되면서, 국가 주도의 자원동원이 매우 효과적이고 대규모로 진행되었기 때문이다. 그런데 21세기의 한국은 탈냉전 및 세계화의 심화와 병행하여, 정치적으로는 상당한 수준의 민주 화를 진행하였고, 경제적으로는 세계적인 수준으로 발전한 산업화 단계에 접어들었으며, 사회적으 로는 누구도 부인하기 힘들 만큼 다원화되었으며, 안보적으로도 심리적 위기감이 약화된 상황에 접어들어 있다. 그럼에도 불구하고, 주목할 만한 자원동원의 현상이 김대중 정부시기에 반복적으로 나타나고 있음을 발견할 수 있었고, 본 연구는 이러한 현상이 과연 과거 권위주의 시절에 나타났던 국가 주도의 자원동원과 유사한 형태인 것인지, 아니면 선진국형의 사회주도의 자원동원 현상과 유사한 것인지를 분석함으로써, 세계화 시대에 나타난 한국 자원동원의 성격과 특성들을 살펴보았다.

영문 초록

Mobilization could be easily found out at most countries, though the purpose, driving power and actors, public’s perception, and the scale of mobilization are quite different according to the each countries’ level of political democratization, economic modernization, social diversification, and psychological stability. In the case of Korea, until 1980s, the long history of political authoritarianism, the low level of economic modernization as a developing country, the unstability of society, and the insecurity of national safety had properly explained the mostly structured mobilization in Korea. But the mobilization in Korea can be found in even after 1990s when Korea has fairly realized a political democratization, economic industrialization as an advanced country, and social stabilization, while the Cold-War structure has been dismantled and the globalization has been deepened in international society. Regarding the mobilization which had happened in Kim Dae-jung government, the article analyzes the backgrounds, main characters, and driving factors of them with cases of the financial crisis in 1997 and the inter-Korean summit in 2000. And this analysis can reach the conclusion that resource mobilizations in the age of globalization which happened in Korea, had slightly different aspects compared to both the state-operating mobilization in authoritarian period of Korea and the society-operating mobilization in advanced countries, and had unique attributes to the Korean public’s decision to participate in mobilization.
