국문 초록

전 세계가 직면하고 있는 유가하락은 아프리카에서 신흥 경제국으로서의 입지를 다져 가고 있던 나이지리아에 큰 위협으로 다가오고 있다. 그간의 나이지리아 국가발전전 략은 원유산업 활성화 중심으로 이루어져 왔으며, 이러한 구조적인 문제로 인해 현재의 나이지리아 국가 위기는 ‘더치 디지즈 증후군(the Dutch Disease Syndrome)’에 비유되며, 그 충격은 단기간에 해소되지 않을 것이라는 전망이 우세하다. 이러한 배경 하에 본 연구는 나이지리아 정부의 대응책과 중장기적 국가발전 과제에 대해 알아보고자 했다. 이를 위해 경제 부문의 다변화 가능성, 국내 일자리 창출을 지원하는 인적자원개발 시스템 활성화 프로그램 등을 분석했다. 또한 선진 공여국의 대 (對) 나이지리아 개발협력 전략을 아울러 점검하였다. 마지막으로 2015년 출범한 무함 마드 부하리(Muhammad Buhari) 정부의 정책과제와 전망 분석을 통해 국가전략의 향후 방향성을 점검하고 시사점을 제안했다. 결론적으로, 나이지리아 국가 발전 전략에는 원유산업 중심의 산업구조를 혁신하고 국내 일자리 창출을 위한 경제부문의 다변화 필요성이 강력하게 반영되어야 함을 알수 있었다. 또한 이를 위해서는 전통적으로 강점을 가지고 있었던 농업부문과 인적자 원개발 시스템의 활성화를 정책적으로 지원해야 함을 밝혀냈다. 특히 그간의 공여기 관의 원조전략도 이와 부합하고 있음을 상기시키며 향후 부하리 정권의 국가발전전략의 방향성 또한 제언했다.

영문 초록

The phenomenon of falling oil price is becoming a severe threat to Nigeria. As Nigeria’s national development strategy has been focused on activating the national oil industry, the current systemic crisis of Nigeria is often compared to the Dutch Disease Syndrome, and it is predicted to cause a serious shock to Nigeria in a long-term. Under these circumstances, this research focuses on the Nigerian government’s mid to long-term strategies and countermeasures to the crisis. The possibilities of diversifying national economy and human resources development systems were examined for the research, and we also have analyzed donor countries’ development cooperation strategies. Lastly, this article examines the newly-formed Muhammad Buhari government’s future national strategy orientation through its policy measures and prospect analysis. In conclusion, we have concluded that Nigeria’s future national development strategy should be centered around reforms of the oil industry-centered economic policies, and the diversification of economic sectors to produce job opportunities. Also, the government should aim to revitalize agriculture industry and facilitate human resources development programs. This research concludes with the remark that the current development assistance strategies of donor organizations are corresponding with the programs, and finally suggests future policy orientation of the Buhari government.
