국문 초록

본 논문은 수도권 지역에 평균 10년 이상 거주한 몽골 출신 결혼이주여성 16명과의 심층면담을 통해 정부의 ‘다문화주의’ 정책이 실재로 수용자들에게는 어떻게 경험되고 있는지 분석하였다. 한국식 다문화주의는 정부주도로 만들어진 위로부터의 다문화주 의이라고 할 수 있으나, 실재 아래로부터 경험된 ‘다문화주의’에 대한 평가는 긍정적 이지 만은 않다. 사적 영역인 가정에서는 ‘한국며느리 만들기’의 가부장제의 성격이 강하며, 공적인 영역인 직장과 학교에서는 차별주의와 낙인의 성격이 발견된다. 본 논문은 정부중심의 ‘다문화주의’의 이데올로기와 정책이 가지는 한계를 지적하고, 이를 질적연구방법을 통해 수용자의 경험을 중심으로 논의한다는 점에서 의의를 가진다.

영문 초록

Multicultural policies have been implemented in South Korea for over 10 years and 70% of migrant brides have been living in South Korea for over five years. Through ethnography and life history analysis, this study examines the lives of migrants in South Korea, the “multicultural” discourse in South Korea and “multiculturalism” experienced in South Korea by conducting in-depth interviews with 16 Mongolian migrant brides who have been living in the Seoul metropolitan and Gyeonggi areas for the last 10 years. Based on an analysis of the in-depth interviews with sixteen Mongolian migrant brides, we attempt to, first, reveal the discrepancy between the South Korean discourse on “multiculturalism” and the life experiences of “multiculturalism” from the perspective of Mongolian migrant brides; second, to analyze the problems embedded in the policy-making process of “multicultural” policies and the South Korean “multicultural” discourse; and third, to propose solutions for improving “multicultural” policies and public awareness of “multiculturalism” in South Korea. The term “multiculturalism” became popular with the South Korean government’s implementation of multicultural policies in 2006 and, subsequently, the legislation of the Support for Multicultural Families Act in 2008. Despite government campaigns to foster a positive public attitude towards multiculturalism, migrant brides’ actual life experiences of “multiculturalism” differ from the officially promoted ideals.
