국문 초록

동아시아는 지정학적 특징으로 인하여 역내 국가들에 정치, 경제, 사회, 군사적으로 해양이 중요한 위치를 점하고 있으며, 지역안보의 변화 역시 해양과 밀접하게 연계되어 있다. 탈냉전기 강대국 간 경쟁 심화로 인한 전통적 안보 도전과 초국가적 안보 도전이 해양에서 복합적으로 두각을 나타내면서 해양안보환경의 불안정성이 증가하고 있으며, 이에 따라 역내에 보다 안정적 해양안보환경 창출을 위해서는 갈등을 완화할수 있는 해양안보협력의 증진이 필요한 것은 주지의 사실이다. 해양의존도가 높은 한국에 있어 안정적 해양안보환경은 국익과 밀접하게 연계된다. 따라서 역내에 해양안 보협력이 촉진될 수 있도록 보다 적극적인 자세로 견지해야 한다. 국력, 국제사회에서의 위치, 지정학적 조건 등을 고려할 때 한국은 중견국 외교를 이용한 다자적 협력 프레임을 강화하여 역내 해양에서 협력적 분위기를 조성해야 한다. 한국은 중견국으 로서 촉매자, 촉진자, 관리자로서의 역할을 중심으로 해양안보협력에 적극적으로 접근할 필요가 있다.

영문 초록

The geopolitical environment of East Asia with highly maritime characteristics underpins the political, economic, social, and military significance of the ocean. Accordingly, the evolution of regional security is strongly prompted by the maritime dimension. In the post-Cold War era, the compositive rise of conventional security challenges from the intensifying competition among great powers and trans-national ones has increased the instability of regional maritime security. In response to this trend, maritime security cooperation in the region is required in order to soothe competitive atmosphere and develop the stable maritime security environment. The stable and peaceful maritime surroundings is closely relevant to the protection and realization of South Korea s vital interests, which is notably maritime-dependent. Therefore, it has to take more active stance in promoting regional maritime security cooperation. With its particular focus on middle power diplomacy, South Korea has to increase cooperative trend in regional maritime security by enhancing the multi-lateral cooperative frame regarding its status in the global society, geopolitical conditions, and capabilities. Its approach to the cooperation should be based on the role of a middle power as catalyst, facilitator, and manager.
