국문 초록

이 연구의 목적은 전국문예회관연합회가 문화예술 지식생태계의 허브(hub)로 성장하기 위한 구체적 방안을 제시하는 것이다. 전국문예회관연합회와 같은 문화예술지원기관은 정부의 문화예술 정책을 실행하는 기관으로서 주로 공모사업을 통하여 선정된 전국의 연관 기관 및 단체들에게 재정적 지원을 하고 있다. 이 때, 지원 사업에서 실행을 통해 습득되는 지식들이 운영 과정에서 축적되지 못하면 같은 실수들을 반복하는 비효율이 발생할 수 있다. 따라서 지원 사업의 성공사례와 실패사례들을 지식경영의 관점에서 공유하고, 사업을 개선하는 운영 시스템을 구축해야만 관련 지식생태계의 발전을 도모할 수 있다. 본 연구에서는 전국문예회관연합회가 지식생태계 육성을 위한 매개자의 역할을 수행하는 체계적 방법론을 제시하기 위해서 선진기업인 토요타 기업을 지식공유 네트워크 발전사례로 벤치마킹하였다. 토요타가 협력회사들과의 지식공유 네트워크를 구축하는 과정과 암묵지 및 형식지의 공유하는 방법론을 조사하고 이를 기반으로 전국문예회관연합회의 지식공유 네트워크 운영방안을 3단계로 제시 하였다. 전국문예회관연합회와 같은 문화예술 지원기관들이 효율적이고 효과적인 중앙 정책 지원 조직으로 성장하기 위해서는 지식을 발견하고 공유시키는 지식센터로서의 역할 수행이 필요하다. 전국문예회관연합회의 지식센터로서의 체계적 발전 단계와 과정을 제시한 본 연구가 문화예술 지원 정책의 발전에 기여하기를 기대한다.

영문 초록

The aim of this research is to propose a detailed strategy for ‘The National Association of Cultural and Arts Centers(NACAC)’ in becoming the hub for the knowledge ecology in culture and arts. As one of the public organizations supporting cultural arts sector, NACAC is an organization which implements the policy proposed by the central government, and its main role is in providing financial supports for the culture and arts related organizations and associations nationwide, which are selected through funding selection processes. However, if the acquired knowledges in the selection process are not accumulated in the course of managing the funding programs, the inefficiencies such as repeating same mistakes may occur. Therefore, only by establishing a knowledge management system through which knowledges can be created and shared by accumulating both successful and failed cases from selection processes, the development of the knowledge ecosystem may be promoted. To suggest a systematic methodology for NACAC to serve as a mediator in the Knowledge Ecology, this research referred to the case study of Toyota company as a benchmark. The research first looked into the methodology Toyota used in sharing both tacit and implict knowledges among collaborating companies and the process Toyota had taken in establishing knowledge sharing network. Based on this research, the progress NACAC has made in developing knowledge sharing network has been compared and the three-step process for structuring and managing the knowledge sharing network has been proposed. In order for the public cultural arts supporting organizations like NACAC to become an efficient and effective central policy supporting organizations, they need to play a role as a knowledge center by locating and creating knowledges and mediating the knowledge sharing. It is hoped that this case study of NACAC which suggests systematic development and process of becoming a mediator in the knowledge ecosystem will contribute to the growth of national cultural and arts policy especially in implementing the grant polices.
