영문 초록

The purpose of this study is to examine whether Electric Safety 119 Service is equally provided to all vulnerable households without any kind of discrimination in view of environmental justice. This service is provided by Korea Electrical Safety Corporation(KESCO) nationwide to give first aid to vulnerable households when electricity usage related problems occur in those households. For this purpose, this study used spatial econometrics analysis using data on 152 si-gun(city-county) areas in South Korea. Study result shows that, in case of regional characteristics, the number of basic livelihood recipients and handicapped persons is positively related to utilization rate of the service. Housing density of region is negatively and number of low-floor houses in the region is positively related to the frequency of Electric Safety 119 Services usage. With regard to social-economic characteristics, the economic status of household is positively related to utilization rate of the service. However, the percentage of elderly people is negatively related to the utilization of Electric Safety 119 Services. In case of climate characteristics of region, region with higher cooling degree day(CDD) is positively related to the number of Electric Safety 119 Service usage. With these findings of the study, implications and policy suggestions were made for environmental justice and improvement of Electric Safety 119 Service and urban disaster policy.
