영문 초록

We have faced several conflicts in diverse public policy areas, and local governments’conflict on local developmental issue is maybe one of representative cases. Then, what are main issues and developmental dynamics of local development conflicts? Are there supportive systems that work to manage local governments conflict successfully? This study purposes to examine conflicts on local development projects promoted by two or several local governments and find any shared strategies. Focusing on local governments’ conflicts on metropolitan transportation facilities, the study selects two representative cases(Reformation of public transportation system in Seoul Metropolitan area, and Gangnam-beltway) and conducts an in-depth case study. In particular, the study analyzes dynamics of conflicts that occurred in different project states(proposal and planning, execution, operation and management), examining main issues, conflict mediation and management strategies, and supportive system in each stages. Along with conflict management strategies in three different stages, the study also finds that common strategies for successful conflict management shared by two cases are important, including continued communication and trust building among diverse stakeholders, both horizontal and vertical networking, utilization of neutral conflict adjustment mechanism, and institutional support system.
