영문 초록

This study develops measure to compare regional roadway stock of Korea. In order to evaluate whether a region has the appropriate amount of roadway stock, the study suggests a service level-based measuring system considering that the supply of roadway is the consequence of the increased travel demand of a region. The regional roadway service level is the average of the volume-capacity ratio experienced by all travel demand generated in a region. The volume-capacity ratio for each travel demand in a region is determined by finding the first and the second shortest routes volume-capacity ratio, where K-shortest route algorithm is applied. By averaging all origin-destination travel demands’ volume-capacity ratio in a region, the metric determines the service level of 249 regions of Korea. The two route-based measurement is advantageous for evaluating the service level of the region because it gives the information for the major route (the first route) and the alternative route (the second route). The service level-based measurement system indicates that most of the regions in Seoul Metropolitan Area and the major satellite cities including Sungnam, Suwon, and Goyang have a low level of service while the rural areas such as the regions in Gangwon, Jeolla, and Gyeongsang provinces are maintaining a relatively good service level.
