국문 초록

2차 대전 후 3 세계로부터 서구 자본주의 국가를 향해 간호이주가 진행 되었다. 이는 오늘날 “ 이주의 여성화 “ 현상에서 보이는 것과 마찬가지로 여성노동력 저평가 현상을 바탕에 둔 현대 자본주의의 한 양상이기는 하지만 동시에 당시 역사적 조건에 의해 영향을 받는 고유한 역사적 사건이기도 하다. 19세기 이래로 사회 서비스 주체 기관에 속했던 독일 가톨릭은 2차 대전 후 개인 사제가 중개하는 간호학생 이주 문제를 주목하고 그것의 윤리적, 법적 문제에 대해 논의했다. 그러나 의료와 양로 등 사회서비스 제공기관으로써 역시 노동력 부족문제를 겪고 있던 가톨릭은 간호학생 중개를 근본적으로 막기 보다는 중개과정을 정상화함으로써 인력문제를 해결 하는데 집중했다. 그리고 간호이주자 전제를 대상으로 지원제도를 만들기도 했다. 가톨릭 교회의 이런 행동들은 당시 독일사회가 제 3세계로부터 노동력을 유입하고 활용하는 일을 일종의 개발원조 차원으로 이해했던 바에 기인한다. 국민의 의료와 요양의 사회적 권리 실현을 위한 복지국가와 정치적 독립 후 경제적 근대화를 지향하는 제3 세계국가 사이에는 개발원조 명분과 노동력 확보의 필요가 적절히 조합된 관계가 작동하고 있었다.

영문 초록

After the WW II, nursing migration from the Third World to the Western capitalist countries proceed. This is based on the undervaluation of the female labor forces as like in the so called “ feminization of migration” phenomenon, but it is also a unique historical phenomenon influenced by the historical conditions of the time. German Catholics, who, belonged to a social service organization since the late 19 century, recognized the ethical and legal problems of the nursing student migration mediated by priests and took measures for that. However the Catholics, who were also suffering from the shortage of labor force, focused on using the workforce through normalization of the mediation process, rather than fundamentally blocking the nursing student brokerage. At the organizational level, Catholics also created o support system for the nursing migrants. These Catholic actions show that German society at the time understood the acceptance and use of labor forces from the Third World as a kind of development aid. Between the welfare capitalism and the countries that pursued economic modernization after just political independence were functioning the appropriate combination of the cause of development aid and the labor force securing strategy.
