국문 초록

저출산과 고령화 현상은 현재 우리나라 뿐 만 아니라 전 세계가 해결해야 할 과제다. 독일도 예외는 아니어서 출산율 회복을 위한 법적·제도적 노력을 꾸준히 시행하고 있다. 또한 출산율 증가를 위해서는 다양한 양육정책과 가족 복지적 측면에서 국가적 차원의 지지가 필요함을 인지하고 입법 을 통한 지원도 아끼지 않고 있다. 최근 독일의 출산율의 상승은 아동양육을 위한 아낌없는 정부 정책과 지원의 결과다. 독일의 출산장려정책은 노동법 및 사회보장제도를 가족 친화적으로 개선하고, 보육시설을 확충하여 직장과 자녀양육을 병행할 수 있도록 지원하는데 초점을 맞추고 있다. 결국 출산율을 높이고 인구 구성비의 불균형을 해소하는 전제조건은 가족 친화적 법제, 노동시장에서의 남녀에 대한 평등한 대우, 전통적인 남녀관 내지 결혼관의 타파, 결혼제도에 대한 각종 특혜의 폐지, 영·유아에 대한 공공 보육 시설의 확충 등이라고 할 것이다. 우리나라도 아동양육에 대한 국가적 차원의 정책과 제도적 마련이 무엇보다 중요하다. 인구절벽, 저출산의 문제는 개인적 차원에서는 절대 해결할 수 없는 과제이다. 이에 정부의 적극적인 양육지원 정책과 법적 토양 마련 만이 출산율을 높이고, 미래의 대한민국이 인구절벽의 마지막 낭떠러지에 처하는 상황을 해결할 수 있는 하나의 방법이 될 수 있을 것이다.

영문 초록

The low fertility rate and the aging population are the problems that not only Korea but the whole world should solve. Germany is no exception, and it is continuously implementing legal and institutional efforts to restore the fertility rate. In order to increase the fertility rate, the government recognizes that it needs national support from various aspects of childcare and family welfare, and does not spare support through legislation. The recent rise in the birth rate in Germany is thought to be the result of generous government policies and support for the child-raising of the Germans. The German promotion policy focuses on improving the labor law and social security system in a family-friendly manner, expanding childcare facilities, and supporting work and child care. The preconditions for raising the fertility rate and eliminating the imbalance in population composition are family-friendly legislation, equal treatment of men and women in the labor market, the elimination of traditional men and women s marriages and marriages, abolition of various preferences for marriage, And the expansion of childcare facilities. It is important that national policies and institutional arrangements for child rearing are important. In Korea, there is a debate about child allowance in recent years, but it is not taking an active attitude because of the national resources. The problem of population cliffs and low fertility is an issue that can never be solved on an individual level. Therefore, the government s aggressive parenting support policy and legal sole laying can be a way to increase the fertility rate and solve the situation where the future Korea is at the last cliff of the cliff.
