국문 초록

2차 세계대전이 끝나고 독일의 영국군 점령지역에서는 탈나찌화의 이름으로 국가사회주의 단절작업이 진행되면서 새로운 기초가 마련되었다. 이러한 가운데 1946년 대부분의 대학들이 수업을 재개하면서 교육정책 수립이 시급한 사안이 되었으며 군정청은 고등교육정책의 중요성과 심각성을 인식해야만 했다. 본 논문에서는 영국 군정청 점령지역에서의 고등교육개혁을 주목하고 전후 서독정부가 들어서기 전까지 초기단계에서 어떤 논의와 결정이 이뤄졌는지 고찰하였다. 본 논문에서 다루는 ‘북서독일 고등교육회의(Nordwestdeutsche Hochschulkoferenz, NWK)’는 1949년 WRK(서독 총장단회의)가 설립되기 전까지 영국 군정청시기 대학과 고등교육의 방향에서 매우 중요한 기틀을 잡았던 회의였다. 이 고등교육회의는 1945-1948년까지 영국과 미국의 점령지역에서 총 16번 개최되었고 그 중 영국군 점령지역에서 13번의 회의가 열렸다. 이 회의가 이후 서독 총장단회의(WRK)로 연결되는데 있어서 커다란 영향력을 끼쳤고 지속력을 제공했다고 볼 수 있다. 특히 본 논문에서는 독일 고등교육의 새로운 시작과 방향을 모색하는 가운데 당시 영국군정청이 독일의 전통과 새로운 이념과 제도 사이에서 취한 생각과 태도, 또 이때 논의되었던 회의내용들이 전후에 고등교육에 있어서 어떤 토대를 마련하는지 고찰하였다. 결과적으로 독일 고등교육개혁의 설립 초반기에 두드러지게 관찰할 수 있는 점이 고등교육의 전통적 특징들을 복원시키고자 하는 것이었다. 당시 영국 군정청의 교육관계자들이 교육적 경험이 많지 않았기 때문에 특정한 방향의 교육 로드맵을 제시하지 못한 상태에서 이러한 방향설정이 유리하게 작용하였다. 본 연구는 전후 초기 고등교육의 방향을 설정하는데 있어서 기초가 되므로 추후 서독의 고등교육의 발전과 방향에 대한 후 속 연구들을 촉진하는데 기여가 되기를 기대해 본다.

영문 초록

After World War II, a new foundation was established in theBritish military occupation area in Germany, one which broke off from nationalsocialism. Under these circumstances, it became necessary to establisheducation policies for when most universities would resume classes in 1946. Assuch, the military government had to recognize the importance and seriousnessof higher education policies. In this paper, I will focus on the reform of higher education inthe areas that were occupied by the British Government Army. In addition, Iwill review the discussions and decisions made in the early stages before thepost-war West Germany government took office in 1949. The Nordwestdeutsche Hochschulkoferenz (NWK) described in this thesis was an important assembly of higher education before1949 when the WRK was established. In total, this Higher Education Council wasconvened 16 times between 1945 and 1948 in the British and American militarygovernment territories in Germany. Thirteen of these conferences were held inthe British military zone. Therefore, it can be seen that this meeting had agreat influence and provided a lasting power to lead to the next WRK meeting. In particular, this paper examines and describes how the Britishmilitary authorities chose between German tradition and new ideologies andsystems in the new beginning and direction of German higher education and howthese meetings lay the groundwork for higher education after the war. As aresult, what could be observed noticeably in the early days of the Germaneducational reform was to restore the traditional features of higher education. Education officials at the time of the BritishGovernment Military Government failed to present a roadmap in education becausethey lacked sufficient educational experience. This study lays the groundwork for setting the direction ofearly post-war higher education. It is hoped that it will help promote furtherstudies into the development and direction of higher education in West Germany.
