元末 토곤 테무르 카안의 통치와 至正更化

국문 초록

흔히 ‘至正更化’를 ‘脫脫更化’라고 부르기도 한다. 이 말은 톡토가 지정갱화를 적극적으로 주도했고 이를 토곤 테무르 카안이 지지했다는 의미인 동시에 갱화의 성격이 다분히 유교적 통치를 구현하는데 있었음을 강조하려는 의도를 내포하고 있다. 그러나 톡토가 지정갱화 초기 개혁에 적극적으로 동참한 것은 사실이지만 그가 중서성에서 부재했던 5년여의 기간에 권신 권력의 출현 방지를 통한 皇權회복, 관리에 대한 감찰기능 강화, 奉使宣撫의 실행과 과거제를 통한 進士 선발 등의 개혁의 성과들이 나타났다. 오히려 復相한 톡토는 전횡을 일삼으며 권신정치를 부활시키려 했고 가문의 이익을 위해 관리의 감찰기능을 약화시켰다. 지정갱화 개혁의 목적은 느슨해진 국가의 기강을 새롭게 정립함으로써 대원의 중흥을 꾀하고자 하는 것이었다. 이런 목적에 입각한다면 토곤 테무르 카안은 누구보다 개혁을 주도적으로 이끌었다고 볼 수 있다. 권신들에 의한 국정 농단의 가장 큰 피해자였던 토곤 테무르 카안은 이를 ‘천하의 해악’이라 규정하고 개혁에 박차를 가하며, 잦은 중서우승상 교체를 통해 어느 일인이 권력을 독점하지 못하게 함으로써 실추되었던 황권을 회복했다. 개혁은 토곤 테무르 자신의 정통성과 황금씨족의 권위를 회복하는 것으로부터 출발해, 관리에 대한 감찰을 강화하고 봉사선무를 통해 국가의 기강을 바로잡음으로써 이완된 민심을 회복하려 했다. 또한 법질서를 정립하기 위해 『至正條格』의 편찬을 완성했고, 遼·金·宋 三史의 편찬으로 제 민족들을 대원의 통치아래 하나로 결속하려 했으며, 과거제를 부활시켜서 사인 지식인 집단들이 정치에 참여할 수 있는 기회를 제공하였다. 의욕적으로 지정갱화를 추진한 토곤 테무르 카안의 면모를 보면, 그는 무능하고 정치에 무관심한 군주가 아니라 적극적으로 개혁을 단행했던 군주였다. 비록 개혁이 실패했다하더라도 그의 노력과 의지만큼은 제대로 된 평가가 필요하다.

영문 초록

Toghon Temür’s accession process and early reign were determined by court officials. Toghon Temür lost his father King Myeongjong by El Temür and spend unhappy childhood, enduring the insult that he was not King Myeongjong s the eldest son. El Temür could ascend to the throne, but since Bayan, another court official seized the government administration with power, he was just a scarecrow emperor. Toghon Temür’s accession process and early reign for seven years were a time when the power was monopolized by the court officials, and he knew the negative effect of court officials’ reign, to which it could be called the malaise beyond description. For this reason, he carried out Zhi Zheng Reform to correct the leadership of the state, monopolized by the court officials, to eradicate politics by the court officials and to tighten the national discipline. Toqto actively participated in the early reform, but for his inclination, the reform could not be seen as an action to strengthen Confucian reign. Even after Toqto was excluded from Zhongshu Sheng, the reform was maintained, and rather, the achievements of reform appeared one after another. Rather, since after coming back Toqto arbitrarily ran the government administration for himself and his family like the previous court officials, the goal of the reform was damaged, which would renovate the government administration and tighten discipline. Toghon Temür Khan began the reform from restoring his legitimacy and Altan urug’s authority damaged. He inspected government officials, strengthening the function of the inspector to set the disorderly national order right and dispatched 24 government officials to provinces to study public sentiment. He completed the compilation of the law book, Zhizhengtiaoge to restore law and order, and published history books to unify all nations under the reign of Yuan Dynasty. Moreover, he resurrected imperial examination to provide scholars with a chance to become government officials. To examine ‘Zhi Zheng Reform’ meaning Toghon Temür Khan’s mid-term reign, he was a monarch who carried out active reforms, instead of an incompetent and politically indifferent monarch. Even though Zhi Zheng Reform failed to complete the reform, according to his intention, it is judged that it is necessary to evaluate his will to reform properly.
