전문성 중심 문화예술분야 전문인력 양성과정 개선 방안

국문 초록

최근 공공영역을 중심으로 문화예술분야 전문인력 양성과정 운영 사례가 지속적으로 증가하고 있다. 이러한 양성과정은 문화예술교육사나 지역문화전문인력과 같이 문화예술교육진흥법, 지역문화진흥법 등 근거법령에 기초하여 운영되는 경우도 있고, 문화복지 전문인력이나 국제문화교류 전문인력과 같이 행정적, 정책적 필요성에 기반을 두고 추진되는 경우도 있다. 문화예술분야에서의 전문인력 양성과 관련된 이와 같은 다양한 교육과정 운영은 그만큼 문화예술분야가 세분화되어 가고 있다는 측면을 반영함과 동시에 문화예술분야 종사인력의 전문성에 대한 기대 또한 증가되어 가고 있음을 보여준다. 그러나 각 세부 영역별 전문인력 양성과정이 다루 고 있는 전문성의 내용이나 기준, 또한 전문성을 증진시키기 위한 각 양성과정에 대한 체계적인 분석은 상대적으로 매우 미흡하게 나타난다. 이러한 맥락에서 문화 예술분야의 전문인력이 갖추어야 할 전문성의 기준은 무엇이고, 그들의 전문성, 전문역량을 강화하기 위해서는 어떠한 내용들이 중점적으로 검토되어야 하는지를 살펴보는 것은 향후 공공분야 문화예술 전문인력 양성과정 운영을 위해 반드시 필요하다. 문화예술분야는 그 성격과 특성이 매우 다양하여 문화예술분야 전반을 아우르는 전문성의 내용을 검토하는 것은 타당하지 않다.따라서 이 연구는 문화예술분야 중에서도 국제문화교류 분야의 전문인력 양성을 위해 예술경영지원센터에서 운영하고 있는 ‘권역별 국제문화교류 전문가 양성사업’을 전문성개발이라는 관점에서 접근하여 분석함으로써, 전문인력 양성과 관련하여 검토되어야 할 사항들이 무엇인지 살펴보고, 이를 통해 문화예술분야 전문인력 양성 과정이 보다 체계적으로 운영되기 위한 시사점을 제시하고자 한다.

영문 초록

Recently there has been a growing number of publicly-supported cultural workforce development programs in the Korean arts and cultural sector. Those included are ‘Culture and Arts Education Specialist’, ‘Local Culture and Arts Specialist’, as provided by law(respectively, Support for Culture and Arts Education Act and Local Culture and Arts Promotion Act), as well as ‘Cultural Welfare Specialist’ and ‘International Cultural Exchange Specialist’ established under the policy demand. This reflects not only the increasing tendency that the arts and cultural sector has become gradually segmented by profession; but also the heightened expectation for the enhanced performance and specialized skills of arts and cultural workforce. Comparatively, however, little attention has been paid to what would serve as a criteria to evaluate the expertise within the arts and cultural sector, how each program understands or differently specifies the expertise in the respective areas of arts education, cultural welfare, local culture and arts promotion and international cultural exchange. Systematic analyses have hardly been tried to examine how each program can enhance the expertise in its respective areas. Given that these programs are initiated by the government so as to develop arts and cultural workforce at the professional level, it is essential to promote more in-depth scholarly discussions of the expertise criteria for those working in the arts and cultural sector; explore what specific professional competencies are required for them and exactly how they can be further developed by workforce training programs. Since the arts and cultural sector is not only diverse but also highly departmentalized, it would be unreasonable to examine the expertise of professional workforce in the sector as a whole. Therefore, drawing on the case analysis of “Next Professional Training for International Cultural Exchange” managed by Korean Arts Management Service(KAMS), this study attempts to examine the effects of the program from the perspective of the expertise development. It also offers some practical suggestions for further improvement in the systemization of the arts and cultural workforce training programs.
