아티스트피 지급에 대한 제도적 접근에 대한 고찰

국문 초록

본 연구는 그간 예술가의 생존문제에 대한 최소한의 접근이자 예술창작행위의 특수 성을 인정하는 의미로서의 최소 사례를 지급장치로서의 아티스트피 지급방식과 기준은 무엇이 있으며, 그로 인해 발생하는 담론들의 의미는 무엇인가를 살펴보기 위함이다. 따라서 최근 국내 예술계에서 본격적으로 논의되기 시작하고, 문화체육관 광부에서 제도화 방안 모색이 시작된 아티스트피 관련 제도적 접근은 어떤 특수성 이 고려되어야 하며, 어떤 개념적 논의가 있어야 하는 가를 분석해보았다. 아티스트피 라는 용어 안에 혼재되어있는 개념들을 분석하고, 국내 예술계 구조로 인한 특수성을 살펴보고, 아티스트피에 대한 기준과 방식을 정립하고 있는 해외사례들을 분석함으로써 제도적 도입을 위한 고려사항과 정책적 도입방안을 제시해보고자 하 였다. 예술계 전문가들의 아티스트피와 연관된 용어에 대한 인식조사와 국내 특수성을 고려한 아티스트피 지급 문제에 대한 인식조사 결과분석을 통해 아티스트피, 참여작가 보상비, 제작지원금, 작품 대여비 등의 용어 속에 예술가의 창작활동에 대한 지급에 대한 개념적 접근의 차이를 살펴보았다. 조사 대상은 전문가는 공공 및 사립 미술관 및 예술기관 관계자, 예술가, 정책연구자 총 25명으로 구성되었고, 반구조화 인터뷰 방식을 사용한 FGD방법을 활용하였다. 그리고 국내 국·공·사립미술관 및 대안공간들의 현황조사를 실시하여 아티스트피 지급사례들의 특징과 문제점을 분석하고, 해외사례 중 민간단체 주도형 방식과 정부주도형 방식의 아티스트피 가이드라인의 특징을 세밀하게 분석하였다. 이를 통해 본 연구는 국내 예술계에서 고려해볼 수 있는 아티스트피의 개념적 정의 로 제작지원금 및 대여비 등과 분리되는 순수한 ‘사례’의 개념의 아티스트피의 정의를 제시하고, 아티스트피 지급에 대한 제도적 접근의 필요성과 방법을 제시하였다.

영문 초록

This study is intended not only to examine the methods of and standards for the payment of artists’ fees as the minimum reward which represents the minimum approach to the survival of artists and the recognition of the particularity of art creating activities, but to review the meaning of arguments originating therefrom. Therefore, this study addresses what particularities should be taken into account and what conceptual discussions should take place for the institutional approach to the artists’ fee system, on which domestic discussions have recently been initiated in earnest and the Ministry of Culture, Sports and Tourism has started to seek a plan to institutionalize the artists’ fees. This study also aims to identify the considerations needed to introduce a scheme for artists’ fees and propose a plan to launch a policy by analyzing the concepts mixed in the term of “Artists’ Fees”, checking the current domestic situation and reviewing several overseas cases which have summarized the standards and methods for the payment of artists’ fees. In this study, the difference in the conceptual approaches to the payment of financial rewards for artists’ creative activities implicit in the terms such as artists’ fees, participating artists compensation, production fee, artworks rental fee, etc. is reviewed through the analysis of the survey results on the terms used by the professionals in the art community and their awareness of the current status. In addition, this study provides the analysis of the characteristics and problems identified in the cases of paying artists’ fees by national museums, public museums, private museums and alternative spaces in Korea, as well as close examination on the details of the guidelines for the standards and methods of artists’ fee payment led by a private art organization or the central government. Through such analysis and examination, this study not only defines artists’ fees as a pure concept of ‘reward’ that can be considered in the domestic art community and is distinguished from the production fee or artworks rental fee, but also presents the necessity and methods of institutional approach to the payment of artists’ fees.
