국문 초록

기업의 사회적 책임은 더 이상 민간기업만이 지켜야하는 도덕적 의무나 준법적 사항은 아니다. 공기업이든 민간기업이든 모두가 지속가능한 발전을 위하여 사회적 책임을 다하는 것은 이제는 필수적 과제가 되었다. 그리고 기업의 사회적 책임은 단지 사회공동체 내에서 자선적이며 사회적 책임을 다하는 것만 아니라 경제적 책임과 환경적 책임을 다하는 것을 포함한다. Visser(2008)는 개발도상국가에서 기업의 사회적 책임단계는 경제적 책임 이후 자선적 책임, 윤리적 책임의 단계를 거치고 있다고 한다. 그러므로 기업의 사회적 책임의 확산을 위하여 정부의 기업의 사회적 책임에 대한 지지와 지원이 가장 중요하다. 공공기관 의 소유권과 감독권을 가지고 있는 정부는 공공기관의 관리정책에서 기업의 사회적 책임과 관련된 정책을 적극적으로 반영하여야 한다. 그러나 공공기관에 운영에 관한 법률, 경영평가지표, 경영공시 항목에서 기업의 사회적 책임에 내용은 일부만 반영되어 있는 것으로 분석되었다. 특히 경제적 성과지표와 일부 사회적 책임과 관련한 성과지표만 일부 경영평가지표에 반영되어 있다. 향후 공공기관의 공공성 강화를 위하여 경제적, 사회적, 환경적 지표가 균형적으로 반영되어야 한다.

영문 초록

Corporate social responsibility is no longer a moral obligation or a legal requirement that only a private company should observe. It is now an essential task for both public and private companies to fulfill their social responsibilities for sustainable development. And corporate social responsibility includes not only fulfilling charitable and social responsibility within the social community, but also fulfilling economic and environmental responsibilities. Visser (2008) argues that in the developing world, the stage of corporate social responsibility goes through stages of philanthropic responsibility and ethical responsibility after economic responsibility. Governments with ownership and oversight of public institutions should actively reflect policies related to corporate social responsibility in the management policies of public institutions. However, it has been analyzed that the content of the corporate social responsibility is only partially reflected in the law on management, management evaluation index, and management disclosure items to public institutions. In particular, only some performance indicators related to economic performance indicators and some social responsibilities are reflected in some management evaluation indicators. In the future, economic, social and environmental indicators should be balancedly reflected to strengthen the publicness of public institutions.
