국문 초록

본 연구는 박근혜 정부에서 시행된 1주기 대학구조개혁평가의 문제점을 분석하고, 향후 대학구조개혁평가 발전방안을 탐색하기 위한 목적으로 수행되었다. 이를 위해 본 연구는 혼합연구 방식을 채택하여 2016년 6월 전국 195개 4년제 대학의 평가 관련 보직자 350명을 대상으로 온라인 설문조사를 실시하였고, 네 개 대학에 대한 사례연구를 수행하였다. 이 두 연구방법으로 수집한 자료들을 분석하였을 때 대학들은 1주기 대학구조개혁평가의 목표와 시행방식, 평가 지표의 적절성과 타당성 등에 대해 전반적으로 부정적인 평가를 보였고 이러한 결과는 대학의 소재지나 규모, 설립주체(국·사립) 등 대학의 기본 여건에 의해 유의미한 차이가 있는 것으로 나타났다. 본 연구의 결과를 바탕으로 정부가 2017.3.9일 발표한 2주기 대학구조개혁평가 기본계획의 내용과 주요 쟁점을 정리하고, 향후 대학구조개혁평가의 발전방향에 대하여 단기적, 중장기적 방안을 제언하였다.

영문 초록

This study was conducted first to investigate the effects of the first-round institutional assessment for restructuring of the Korean higher education sector from the perspective of colleges and universities. The second purpose of the current study was, based on the survey results and the case study, to identify what are the prerequisites of the success of the second-round assessment that is scheduled to start in 2018. By and large, administrators and staffs of higher education institutions evaluated negatively various features of the first-round assessment. The analysis of the four- college- case study also indicated that the Korean government needs to make more efforts to improve the validity and credibility of the second-round assessment. Policy implications from a short-term as well as a long-term perspective were presented.
