해외사례분석을 통한 문화도시정책 발전 방향에 대한 연구

국문 초록

국가 발전 전략으로서의 문화국가라는 개념과 함께 도시 발전 전략으로서 문화도시라는 개념이 널리 사용되고 있다. 본 연구는 어떤 관점에서 문화도시개념을 정하고 실천적으로 접근하는 것이 바람직한가에 대해 고찰한다. 이에 따라 해외 문화도시의 사례를 통해 문화도시 조성 과정에서 나타나는 다양한 특징을 살펴본 결과 문화도시의 발전방향으로 1) 도시의 목표와 비전을 추진체계와 연계, 2) 차별화된 문화-예술 인프라, 3) 기능적 도시 기반시설 확보, 4) 역사문화자원 활용 및 차별화된 도시경관, 5) 도시의 종합적인 디자인 관리, 6) 재정적 기반 및 제도적 센티브 도입 등을 제시하였다. 또한 도시의 문화관광화는 단순한 삶의 질 고양차원이나 균형적 국토개발정책의 일환이 아니라 도시의 경제성 쾌적성이 국제적 경쟁력 강화로 작용함을 인식하고 도시운영에 대한 새로운 접근을 시도해야 할 것으로 보여지고, 문화도시는 문화의 속성상 단기간에 이루어지는 사업이 아님을 인식하고 장기적이고 종합적인 계획 아래 지속적으로 이루어져야 할 것이다.

영문 초록

The notion of a cultural state as a strategy for national development and the concept of a cultural city as a city development strategy are widely used. The purpose of this study is to establish the concept of cultural city from a certain point of view and to examine practical approach. As a result of examining various characteristics of the cultural city development through cases of overseas cultural cities, it is found that the direction of development of the cultural city is as follows: 1) link city goals and vision with the promotion system; 2) differentiated culture-art infrastructure 3) securing functional urban infrastructure 4) utilizing historical cultural resources and differentiated urban landscape, 5) comprehensive design management of cities, and 6) introduction of financial infrastructure and institutional incentives. In addition, it is thought that the city tourism should be a new approach to urban management, not simply as improving the quality of life, but as a part of the balanced development policy of the country, It is important to recognize that a cultural city is not a business that takes place in a short period of time due to the nature of culture, and it should be constantly monitored under a long-term comprehensive plan.
