예산배분 권력의 역전

국문 초록

본 연구는 권력의 이론적 논의에 기초해서 공여국과 수혜국 간 원조예산배분에서의 권력과 그 역전 현상에 대해 분석한다. 특히 권력의 역전 현상이 발생되는 이유에 대한 논의에 초점을 둔다. 공여국과 수혜국 간에 나타날 수 있는 권력의 모습은 공여국이 수혜국을 통해 자아 연속성을 확보하려는 현상으로 확인 가능한 동시에 수혜국이 공여국의 원조예산을 통해 자아를 지속하려는 현상으로도 목격된다. 그동안은 주로 전자의 모습이 많이 관찰되는 현상이라고 여겨왔다. 하지만 에고(ego)로서 공여국과 타자(alter)로서 수혜국이라는 권력의 모습뿐 아니라 그 권력의 역전 현상도 종종 목격되어 온 것도 사실이다. 타자로서 수혜국의 자아가 지속되는 권력의 역전 현상은 크게 세 가지 이유에서 비롯되었다. 공여기관의 존재성 확보를 위한 결과이거나, 원조예산의 효과성 강조에 따른 결과, 그리고 수혜국의 효율적인 자원 배분의 결과이다. 흥미로운 것은 이 세 가지 이유를 자세히 살펴보면 권력의 역전은 공여국과 수혜국의 합리적 선택 행위로 볼 수 있다는 점이다. 본 연구의 결과는 공여국과 수혜국의 관계를 권력에 기초해서 이해할 수 있는 하나의 기초자료가 되고, 동시에 원조활동의 역사에서 발생하는 권력의 역전 모습을 새로운 관점에서 바라볼 수 있는 계기가 된다. 나아가 정부의 예산배분 활동의 특징적인 한 사례를 제시하는 것이 되어 예산(배분)연구의 사례를 확장하는 데도 의의가 있다.

영문 초록

The purpose of this study is to analyze the power relationship between donor agency and recipient country in foreign aid budget distribution. Power is the ability to appear self-continuity of an ego through an alter ego. The ego and alter ego correspond to distributor and recipient in aid activities respectively. In general, donor governments and aid agencies attempt to influence the public expenditure policies and programs of recipient governments by providing assistance. However, a foreign aid may have unintended consequences. A reversal of power in budget distribution is one of them. The reversal sometimes takes place when recipients realize the self-continuity of their ego in the budgetary process. Actually, there are some cases in which recipients can have significant power to alter the purpose of aid budget distributed by donor agencies. Previous works on foreign aid have not focused on these phenomena. The analysis shows that the reversal of power is the result of the donor agencies’s willingness to reveal their presence, emphasis on aid effectiveness, and recipient’s efforts to allocate resources efficiently. These three reasons are the appearance of rational choice to make decisions based on their self-interest. In the light of the analysis, donor agencies and recipient countries are rational actors in aid activities. From the result, we can get a new understanding of the common comment that the effectiveness of development aid is problematic on the issue that foreign aid has been of great use for economic development in aid-recipient countries. Therefore, this study provides a new perspective on studying foreign aid policy.
