국문 초록

한국의 고용보험제도는 고용안정, 직업능력개발 그리고 실업급여사업으로 이루어져 있다. 1995년 도입 당시의 고용보험제도는 적극적 노동시장정책으로서의 기능을 강조하여 고용안정 및 직업능력개발 사업에 초점이 맞추어져 있었고, 실업급여사업은 매우 소극적인 형태를 띠었다. 그러나 작년 1997년 말의 경제위기이후, 고용보험제도는 급격한 변화를 겪었으며, 이러한 변화는 주로 실업급여사업을 중심으로 이루어지고 있다. 이는 도입시의 정책적 목표와는 달리 고용보험의 실업자 소득보장기능이 보다 강화되고 있으며, 그것이 현재 고용보혐의 가장 주된 역할로 기대되고 있음을 의미한다. 이 글은 이러한 고용보험제도의 기능상의 전환과정을 구체적으로 살펴보고, 그에 따른 정책적 함의를 도출하는 것이 목적이다. 고용보험의 기능상의 전환과정에 대한 본 연구의 결론은 첫째, 기본적으로 고용보험의 가장 주된 기능은 실업자에 대한 소득보장기능이어야 하며, 이것이 고용안정 및 직업훈련과 같은 적극적 노동 시장 정책의 기반이 된다는 점이다. 둘째, 실업자 소득보장의 측면에서 고용보험을 뒷받침할 수 있는 여타의 복지체계가 미흡한 현실은 고용보험제도의 소득보장기능을 보다 강화시키는 주요한 요인으로 작용하였다. 셋째, 고용보험제도의 실업급여사업이 강화되었다고는 하나 아직까지 소득보장적 측면에서 미흡한 점이 많으며, 이를 해결하기 위한 많은 정책적 과제가 이후 지속적으로 보완되어야 할 것이다.

영문 초록

The Employment Insurance(EI) has three components job stabilization, job ability development, and unemployment benefits. But, in 1995 when it was first introduced in Korea, job stabilization and job ability development were more focussed than unemployment benefits, reflecting then full employment situations and policy-makers’ emphasis on the functioning of the EI as the active labor market policy. However, since the economic crisis, the EI has experienced enormously rapid changes and these changes have been occurred mainly in unemployment benefits. This implies that, quite different from the expected role of EI at it’s early stage, the functional focus of the EI is moving towards income maintenance for the unemployed. This paper explores this changing process and suggested policy implications drived from the process. Main conclusions in this paper are as follows: first, the roles of the EI should be focused on compensating lost of income by the unemployed. Whether the EI functions well as an active labor policy or not depends on the extent that how effective the EI is as an income maintenance mechanism. Second, the fact that except the EI we have few welfare institutions providing incomes for the unemployed works another contributor to changing focus of the EI from active labor market policy towards income maintenance of the unemployed. Third, while unemployment benefit has been reinforced, it has still far from complete as the income maintenance mechanism, and these limitations should be made up for through various measures.
