국문 초록

실직자의 실업탈피에 관한 실증연구는 지난 수 십년간 실업보혐 논의의 중요한 부분을 차지하여 왔지만, 우리나라에서는 이에 대한 체계적 실증 연구는 거의 없는 실정이다. 이에 본 연구는 1996년 7월부터 1997년 12월까지 실업급여가 시행된 첫 18개월간의 실업급여 수급권자 전수자료를 이용하여 실업급여 수급권자의 실업탈피에 관한 실증연구를 실시하였다. 로지스틱 회귀분석 결과 선행연구와는 달리 실직자의 인적자본수준은 우리나라의 상황에서 실업탈피에 부정적 영향을 미치는 요인이었으며, 지역과 업종의 차이에 따라 실직자들의 재취업 여건이 달라짐을 발견하였다. 또한 이러한 실증 분석결과를 바탕으로 향후 실업대책에서 고려해야할 점들과 실업급여제도 개선방향을 제언하였다.

영문 초록

Although numerous empirical studies on the unemployment-exit of the unemployed have occupied one of the most important part of the discussion about UI(Unemployment Insurance) system in the developed countries, this kind of study has hardly been identified in Korea. Accordingly, the purpose of this study is to empirically identify the institutional effects of UI benefit and the differences of reemployment situation according to the features among the unemployed through the Logistic Regression Analysis. This study used the national population data on UI claimants in the Ministry of Labor from July, 1996 to December, 1997. Based on empirical analysis results, this study analyzed that the level of the human capital of the claimants, opposite to the results of previous empirical studies, negatively affect on the reemployment of claimants and that there were different reemployment situation according to the regions and industries. Finally, this study suggested the reinforcement of the social security function in UI system through increasing the benefit duration and simplifying the benefit duration categories, and the necessity of multilateral unemployment counter plan which considered the industries, regional differences, and the features of the unemployed.
