한국의 공공복지전달체계 개편 실험의 성과 분석

국문 초록

80년대 중반이후부터 복지전담기구 설치의 필요성이 제기되어 왔으며, 1995년부터 실시된 보건복지사무소 시범사업을 전환점으로하여 복지전달체계 개편의 움직임이 지속되어 왔다. 사업평가 결과에 따르면, 복지 업무 수행의 효율성 및 서비스 제공의 효과성이 제고되었으나, 주민접근성의 문제가 나타났고 보건ㆍ복지 서비스의 연계 및 통합이라는 목표와 관련된 성과는 미흡했던 것으로 평가되고 있다. 이 글에서는 이와 같이 복지전달체계 개선을 위해 수행된 일련의 실험을 재조명하여, 시범사업의 평가결과를 여러 측면에서 분석하고, 과연 전달체계 개편을 위한 실험에서 우리가 얻어야 할 교훈은 무엇이며, 현재의 여건을 감안할 때 전달체계 개편과정에서 유념해야 할 쟁점이 무엇인가를 점검하고자 하였다. 이를 위하여 다음과 같은 질문을 제기하였다. 첫째, 시범사업의 목적은 우리의 사회복지서비스 발달수준에 비추어 타당성이 있었으며, 실험과정을 통해서 유지도리 수 있었는가? 둘째, 의도된 목적을 달성하기 위해 마련된 정책수단들이 적절했는가? 셋째, 실험을 통한 성과와 문제점, 즉, 긍정적ㆍ부정적 효과는 어떠하였는가? 넷째, 실험의 성과와 무관하게 진행되고 있는 전달체계 개편과정에서 장기적인 관점으로 고려해야 할 쟁점은 무엇인가? 분석 결과, 향후 전달체계 개편에 있어 쟁점이 되는 부분은 다름과 같다. 첫째, 공공복지 전달체계에서 다루어야 할 업무를 어떻게 규정할 것이며, 어느 정도의 전문성을 확보할 것인가, 이의 선택을 위해서는 현재의 사회복지 실천 수준을 규명할 필요가 있다. 둘째, 기대된 역할과 허용된 역할간의 갈등을 겪고 있는 복지 전문인력에게 어떤 역할을 부여할 것인가가 중요한 이슈이다. 현재 종합적 업무수행이 숙려된 사회복지사의 양성이 요구되고 있다. 셋째, 서비스 통합 제공의 절차를 어떻게 할 것인가, 보건ㆍ복지부문간 성급한 물리적 조직통합은 지양하되, 보건ㆍ고용관련 전달체계와의 유연한 연계방식을 모색할 필요가 있다.

영문 초록

Recently, there have been much dabate over how to reform the existing social welfare delivery system into the more effective one in Korea. Out of this delete, the demonstration project of the health and welfare offices has been implemented in 5 counties since 1995. In the process of this project, the offices have been evaluated in terms of various aspects: their effectiveness and efficiency, integrity of health services and social services in each office, the accessibility of services, and the organizational structures of the offices. This paper aimed at exploring the processes of the demonstration project, reviewing the evaluation results, and raising some critical issues over the reform of the welfare delivery system that policy-makers should take into account. To achieve these aims, the three main items were explored: the validity and feasibility of the goal, that is providing the effective services through the linkage between health and social services; the adequacy of policy implementation tools, health and welfare offices, that is the new agencies to provide integrated services the gains and losses resulted from the demonstration project; and what are the long-term issues developed from the overall processes which have changed the delivery system. From these explorations, I concluded that the critical issues related to the reform of the welfare delivery system are as follows: first, what are the tasks of the welfare delivery system in the public realm as opposed to the one in the voluntary realm, and how much specialty we should expect from the public delivery system. To answer these questions, we should define exactly what we can do through the social work practices in this country; second, which roles we should impose on the Korean social workers who are perplexed from the conflict between the expected roles and their inferior work environments; and third, through what processes we should integrate health services and social services. For this, it is important to search the flexible linkage of health and social services rather than to merge separate agencies into the awkardly united agency.
