국문 초록

논문은 장애인복지관에 대한 운영평가프로그램을 제시하면서, 개발과정에 영향을 주었던 사회복지평가와 관련된 쟁점들을 검토하고 향후 사회복지기관에 대한 평가의 방향을 설정하는데 함의를 제공하는 것을 목적으로 한다. 제시된 평가프로그램의 원칙과 특성을 소개하고 최근에 급증되고있는 사회복지평가에 대한 관심을 논하면서 사회복지평가를 이해하기 위한 기초정보를 제공하고자 했다. 본 연구에서 제시된 장애인복지관 운영평가프로그램의 특징은 고객중심ㆍ품질중심의 원칙을 반영하고, 감독기관과 평가대상기관의 참여를 극대화했다는 점등으로 요약될 것이다. 더하여서, 자기평가(self-evaluation)가 가능하고 평가지침을 사전에 공개함으로서 투명성을 높였다는 것은 또 다른 의미를 갖는다고 할 수 있다. 운영평가프로그램은 체계이론(system theory)에 입각해서 경험이 풍부한 관리자 및 중간관리자들과의 지속적인 협의와 공동작업으로 개발되었으며, 200개 항목, 1,000점 만점으로 설계되었다. 끝으로 향후 상대평가에서 절대평가로의 전환, 평가인증제의 도입, 보조금지급의 현실화가 평가제의 본격적인 시행에 앞서 선결되어야 할 과제인 것으로 제시하였다.

영문 초록

The purpose of this paper is to review issues and to search future directions on developing organizational evaluation program in human services, while presenting an organizational evaluation program of the multi-service centers for the handicapped. This paper will also discuss environmental forces and trends observed in adopting evaluation system in Korean social service settings. The evaluation program of the multi-service centers for the handicapped has been completed strengthening principles such as “customer-centered” and “quality-centered”, participatory, and self-evaluation approach. The program, which is consisted of 200 items with the perfect score of 1,000 points, has also been based on system theory as the theoretical foundation, and participation and cooperation from managers with ample experience was critical. Finally, being considered on review of relevant issues and experience of the developing the evaluation program, the author presents the followings as future directions for organizational evaluation in social service settings : first, evaluation program should be changed from relative evaluation system to absolute evaluation system; second, toward adopting of absolute evaluation system, accreditation system should be searched in long-term perspective; and third, government subsidy for the agencies should be adequate to operate the agency.
