국문 초록

본 연구는 보호관찰제도에서 지역사회의 시민참여자읜 보호선도위원의 지역사회자원 활용의 역할에 대한 중요성을 인식하고, 이것을 확인하고 설명하며, 그 활동을 개선하기 위한 방안을 제시하는 탐색적 및 기술적 연구이다. 이를 위하여 문현연구를 통해 이론을 정립한 후 , 수집된 조사자료를 지역사회 역할의 성향과 자원활용의 차원으로 분석하였다. 분석결과 보호관찰대상자는 지역사회자원의 활용을 통한 원만한 지역사회관계형성을 필요로 하였으며, 보호선도위원은 지역사회적 역할수행의 성향은 있으나 실제 지역사회 자원 활용의 빈도는 매우 낮은 것으로 나타났다. 본 연구의결과를 통해서 첫째, 지역사회 시민인 보호선도위원의 지역사회자원 활용적 역할의 인식과 수행의 문제점을 제시하였으며, 둘째, 이 역할의 활성화를 위한 교육의 제공, 위원회의 지원 및 보호선도활동에 대한 적극적인 홍보를 제안하였고, 셋째, 이 역할의 수행의 강화를 위해서 발견된 사실들을 반영한 위원의 위촉과 배정의 방향을 제시하였다. 본 연구의 결과들은 현재의 보호관찰제도와 보호선도위원의 역할의 개선을 위해 활용될 수 있는 기초자료로서 의미가 있다.

영문 초록

The study has three objectives. The first is to investigate the specific contents of probation services carried out by citizens. The second is to discriminate and identify citizens’ roles utilizing community resources in probation service. The third is to make recommendations for activating citizens’ roles in the use of community resources. The survey is about the discrimination and identification of citizens’ roles in utilizing community resources in Korea. The sample was citizens participating in probation services and the probationers of Chunju Probation Office. The questionnaire consists of the aspects of probation services and the socio-demographic characteristics. The questionnaire for probationers consists of such items as the barriers to and the need for probation supervision. Collected data were analyzed by SPSS. Major findings of this study were as follows. First, sex, age, income and residence duration affected the quantity of citizens’ probation services. Second, the citizens’ voluntary motives, positive opinion, education experience and participation in other organizations affected the citizens’ probation services. Third, citizens’ participating in probation services were oriented toward the utilization of community resources. But their orientation was not positive enough to fully utilize community resources in probation supervision. Major findings of this study suggest that it is important to fully utilize community resources, to provide professional education to the citizens, to assist the promotive activities of the Association of Citizens, and to more fully inform the public about probation services in order to activate citizens’ roles and improve the process of assigning citizens to probation services.
