장애인 소득보장 확대를 위한 정책제안

국문 초록

우리나라의 경우 장애인가족은 경제적으로 매우 큰 부담과 어려움을 안고 있다. 이같은 사실은 월평균소득수준 및 법정 생활보호대상자에서 장애인가구가 차지하는 비율 등에서 확인할 수 있다. 그러나, 현재 장애인가족대상의 소득보장정책은 장애인가족들이 안고 있는 경제적인 불리함을 상쇄시키기에는 아직까지 크게 미흡한 실정이며 정책의 기본방향과 원칙마저 합의단계에 이르지 못한 상태이다. 따라서 이 글에서는 장애인가족 대상 소득보장정책의 기본방향을 제시하는 것에 큰 의미를 부여하여 다음과 같은 3가지 원칙을 제시하였다. 첫 번째 원직은 ‘인간다운 삶에 대한 권리의 원칙’으로 이는 장애인 소득보장정책은 시혜가 아닌 권리에 근거해야 함을 강조한다. 두 번째 원칙은 ‘장애로 인한 추가비용 최소화의 원칙’으로, 이는 장애로 인해 불가피하게 발생하는 추가비용의 부담을 최소화하는 방향으로 장애인 소득보장정책이 개선되어야 함을 의미한다. 마지막으로 세번째 원칙은 ‘탈빈곤을 통한 자립지향의 원칙’으로, 이는 장애인 소득보장정책이 다지 생계유지만을 위한 것이어서는 안되며 장애인들의 자립을 적극 권장하는 방향이어야 함을 강조한다. 또한, 현실성을 최대한 고려하여 장애인가조 r대상 소득보장정책의 개선 방안을 제안 하였다. 즉, (1) 생활보호대상자 자격기준 완화 (2) 장애수당제도의 정립 (3) 기타 소득보장제도 도입 및 확대 등이 그 내용으로, 이같은 내용이 정책에 반영된다면, 장애인가족의 경제적 어려움을 완화시키는데 큰 도움이 될 것으로 기대된다.

영문 초록

Families with disabled person(s) usually experience serious financial difficulties in Korea. Such difficulties are observed through their monthly average income level and the percentage of families with disabled person(s) out of Relief for the Livelihood (a public assistance program for the poor). However, the present income maintenance policy for families with disabled person(s) is far below to meet their basic needs, and the essential orientation and principles are still under debate. This paper presents the essential orientation and three principles of income maintenance policy for families with disabled person(s). First, the principle of “a right for human life” strengthens that the income maintenance policy should be based on a right, not on just giving. Second, the principle of “minimizing the additional costs caused by disability” strengthens that the policy should respond to minimize the additional costs caused by disability. Third, the principle of “independence orientation through escaping from poverty” strengthens that the policy should not maintain just survival, but encourage the financial independence of the disabled. Furthermore, this paper makes some suggestions for the income maintenance policy; that is, (l) loosening qualification restriction for Relief for the Livelihood, (2) establishment of the allowance program for the disabled, (3) implementing additional financial assistance program, etc. These efforts will decrease the financial difficulties of families with disabled person(s).

Abstract
