국내 외국인 노동자 문제에 대한 인식과 대응방안

국문 초록

국내 중소 제조업체의 구인난은 개발도상국과 저개발국가 노동력의 유입을 부추기고 있다. 외국인 노동자의 유입은 우리나라가 종래에 경험하지 못했던 많은 문제들을 수반하고 있다. 그러나 우리나라는 이 문제에 대해 정책적으로 적절히 대응하지 못하고 있으며, 단지 산업기술연구제도를 통하여 파행적인 외국인 노동자 고용을 유지하고 있다. 외국인 노동자에 대한 제도상의 미비는 이들의 고용불안정은 물론 생활상의 위기를 야기 시키고 있다. 이들이 당면하는 문제는 구조적인 것으로부터 시작하여 일상적인 것에 이르기 까지 매우 다양하다. 따라서 이들의 문제에 대한 정책적 대응과 더불어 생활상의 위기를 피할 수 있도록 하는 서비스 제공이 시급하다. 그럼에도 불구하고, 우리사회에는 아직 이들에 대한 관심이 부족하며, 학문적으로도 이들의 문제에 분석적으로 접근하려는 시도가 매우 부족하다. 이 글에서는 국내에서 취업하고 있는 외국인 노동자들의 실태와 문제점을 지적하고 주요국의 외국인 노동자정책을 참고로 하여 이들 외국인 노동자 문제에 대한 적절한 대응책을 제시하고자 시도하였다.

영문 초록

Problems concerning migrant workers must be recognized on regarding them as general labors and human beings rather than as strangers or foreigners. Two policy alternatives are suggested to minimize problems on migrant workers, who are becoming a significant target of labor market policy in Korea. One is to examine the possibility of introducing Employment Permit Program(EPP) for workers from other countries. Under this program, migrant workers are able to get jobs in domestic labor market with the rigid limitation of the duration of stay for assuring the return to their native countries. Also, they have a limitation in getting jobs in order not to compete with domestic labors. The other is to improve and complement the existing program, the Industrial Technical Training Program(ITTP). Improvement must be directed that government provides the legal status of ‘labor’ to the technical trainees after a predestined period of training. It is desirable that the program is to be operated by government agencies or publicly authorized institutions to assure the quality of training and to establish the standardization of program elements. In addition to the policy alternatives above, advocacy programs which include providing shelters, education, health and cultural services are also to be provided to migrant workers because they are often politically helpless and apt to be abused by employers and even by peers. Advocacy programs, however, are prefered to be funded and implemented by private industries and voluntary service agencies. The allocation of public resources to those programs requires the broad consensus of tax payers.
