국문 초록

본 논문은 한반도의 역사적 특수성 안에서 일본군 위안부와 미군 기지촌 문제의 상호연관성을 젠더적 관점에서 살펴보고자 하였다. 두 제도는 공히 군사화된 세계질서 속에 제국의 병사들의 성적 욕구를 해결하면서 피지배국, 혹은 주둔군 여성들의 성적 통제를 위해 고안되고 유지되었다. 이는 피식민 남성 또는 로컬 정부의 동조와 지원이 있었기에 가능했으며 기존의 젠더질서가 민족이라는 변수와 결합한 결과물 이기도 하다. 침략국 또는 지배국의 성적 침해를 입은 여성의 몸은 로컬의 민족주의와 글로벌한 제국주의, 식민주 의가 경합하면서 동시에 상보적으로 서로를 지탱하는 도구가 된다. 그러나 여성의 몸은 젠더-섹슈얼리티를 통해 서만 유지되고 봉합되는 국제질서, 국가관계, 안보 패러다임의 역설을 보여 준다는 점에서 오히려 저항의 거점이 되기도 한다. 그간 두 제도를 분석할 때 흔히 비교되는 전시 여성폭력의 문제 혹은 성매매 제도와는 몇 가지 측면에서의 유사성에도 불구하고 근본적인 차이와 비교 시 야기되는 심각한 딜레마를 간과해선 안 될 것이다. 그렇기 때문에 전시체제, 식민지, 자발/강제, 인권의 개념적 정의의 확대를 통해 두 문제를 재고해야 할 필요성이 요청된다. 무엇 보다 인권이라는 보편적 수사를 통해 남성-국가들 간의 관계를 공고히 하거나 남성 주체 구성의 재료로 여전히 여성의 몸이 활용되는 전지구적 상황을 비판적으로 직시해야 할 것이다. 전시 체제가 종식되지 못하고 안보 패러다 임이 여전히 유효한 한반도의 2013년에 이상과 같은 문제는 국가와 여성 간의 관계뿐만 아니라 지식인의 인식과 역할에 대한 재고를 요구한다는 점에서 의미심장하다.

영문 초록

This paper explores how global empire projects have been complicit with local masculinist interests and gendered nationalism to utilize women’s bodies located in Korea across time and space. Particularly comparing the institution of Japanese military comfort women and that of U.S. camptown prostitution regardless of their historical and organizational differences, this paper examines the ways in which women’s body is a resource or base of exploitation and resistance at the same time in a specific geopolitical location of Korean peninsula. Throughout this paper, I demonstrate that politics of Japanese ‘comfort woman’ and U.S military prostitution must be explored within the parameters of the intertwined ideologies of Korea’s patriarchy, racism, colonialism, militarism, and gendered nationalism, rather than exclusively within those of the imperial Japan and U.S. and rather than separately within different time and space. In addition, I argue that even though the issues of violence against women in wartime and institution of prostitution are deeply interrelated to Japanese comfort station and military prostitution in U.S. camptown, it is risky to equate them without re-considering and expanding the meaning of wartime, voluntarily/enforced, coloniality, and human rights from a women’s perspective. Therefore, scholarly work on women’s body, sexuality, and gender politics must contemplate more comprehensive aspects of the relations of nation-states, nation and gender, and women and men, not just locally but also globally.
