국문 초록

21세기의 평화론은 지구적 차원에 서의 보편성을 염두에 두면서 각 지역 (region)의 구체성을 담보해야 한다. 한반도는 평화와 관련한 쟁점과 문제 들이 농축적으로 결집된 곳이다. 20세기 식민지와 내전(한국전쟁), 냉전을 차례로 겪으면서 국가주의, 민족주의, 반공이데올로기, 계층갈등이 낳은 폭력이 한국의 사회, 문화, 정치 각 층에 구조화되었다. 그런 반면, 괄목할 만한 경제성장과 민주화의 성숙, 문화의 발전 등으로 한국은 세계화의 주역으로 주목받고 있다. 60년간 장기존속해온 ‘정전상태’ 속에서도 평화를 유지하고 있다는 점에서 한국은 보편성과 특수 성, 세계성을 아우르는 포괄적인 평화 구상에 적합한 모델이다. 과거에 참혹한 내전을 겪었고 지금 까지 일상적으로 전쟁의 위협 속에 있음에도 한국사회에는 평화에 대한 인식이나 학문적 관심이 깊지 않다. 한반 도에 상존하는 긴장국면을 직시하고 이를 극복하기 위해서는 대북정책의 차원을 넘어 평화에 대한 복합적인 미래비전이 구축되어야 한다. 이를 위해 서는 20세기 두 차례 세계대전을 교훈 삼아 축적된 서구 평화학의 성과를 거울삼아야 함은 물론, 동아시아 안에 존재했던 평화에 대한 인문유산을 적극 적으로 발굴하여 현대적으로 재구성하는 것이 필요하다. 이를 통해 분단이 낳은 한반도의 특수한 폭력구조를 해소함은 물론, 생활세계의 녹색화를 통한 문명적 평화론을 마련하고, 나아가 경쟁과 갈등이 아닌 연대와 공존, 소통에 기반한 새로운 동북아 지역질서 수립에도 기여할 수 있다.

영문 초록

The peace discourse for the 21st century should secure the concreteness of each region while keeping global universality in mind. The Korean Peninsula is, in particular, an area where the issues and problems related to peace are deeply entrenched. As Korea underwent colonization, the Korean War, and the Cold War in the twentieth century, violence resulting from statism, nationalism, anticommunist ideology and conflict between social strata has been structuralized in social, cultural, and political dimensions. On the other hand, Korea is attracting global attention for its amazing economic growth, maturity of democratization, and cultural development. Considering Korea has maintained peace for the 60 years since the cease-fire, it is a suitable model for a comprehensive peace formula embracing universality, particularity, and globality. Although Korea’s harsh and painful civil war is ostensibly in the past, the threat of war remains. However, it does not have deep awareness of and academic interest in peace. A comprehensive vision toward peace should be established in order to envisage and also overcome the ongoing tension in the Korean Peninsula. To this end, we should not only incorporate the lesson from Western Peace Studies that was accumulated from experiences of the two World Wars in the 20 century, but also discover the humanistic heritage of peace that already exists in East Asia and reconstruct it in a contemporary form. This can contribute to resolving the unique violent structure produced by the division of the Korean Peninsula, to preparing a civilizational peace discourse through greenization of everyday-life, and even to establishing a new regional order of Northeast Asia based on solidarity, coexistence, and communication, beyond competition and conflict
