In this study, we intended to figure out different responses to the role of the teachers and the between government school inspector for special education and teacher. Objects of this research consists of special education inspectors and teacher.
Both inspector and teacher have same perception that education program is required but they had different perception about the degrees of constitution to the education, preparedness when teaching, education methods. It showed that inspector has higher degrees of unsatisfaction of the education.
It showed that inspector thinks that their special education is professional but teacher do not think in that way. Although inspector said that they are doing their best to increase the efficiency and morale, teacher did not agree with that.
In case of special education process, objects responded that operating a class for special education purposed is the upmost important subject. Even though it showed comparatively low socail perception, they showed high motivation about helping students in need of specail assistances.
To improve special education program, there should be an establishment of professional institution and in detail, the teachers mentioned about professional program, and inspector mentioned stable interpersonal relationships. It showed that both of them thought the peer assistance and review is the most efficient way.
With these study results, we can concluded that we need to establish organized training program for inspector, make strict qualifications for them, and use that standard for human resources to analyzed the reality and find a better way for special education program. Once hired, educator still need to be trained continuously. For an effective education, both inspection and teacher need to cooperate closely and that should be followed a nontraditional, informal
direction which is actually helpful for this situation.
