교육지원청 기구 설치기준의 적절성 탐색

국문 초록

본 연구의 목적은 현행 교육지원청 기구 설치기준의 적절성을 평가하고, 다양한 교육행정수요를 반영하며 지방교육행정기관을 효율적으로 운영하기 위한 적정 기준을 모색하는 데 있다. 교육지원청 기구 설치기준의 적절성을 판단하기 위해 본 연구에서는 판별분석을 활용하였다. 판별분석을 위해 시지역과 도지역을 별개로 하여 기구 설치기준인 2국, 4과, 3과, 2과의 4개 유형을 구분하되, 4과와 3과의 경우 향후 유사한 규모의 통폐합 가능성을 고려하여 2국, 4(3)과, 2과의 3개 유형으로 구분하였다. 판별분석의 기준은 2개 기준(인구수, 학생 수)과 6개 기준(면적, 인구밀도, 인구수, 학생수, 교원수)의 두 종류를 사용하였다. 판별분석 결과 현행 설치기준 및 2국, 4과, 3과 및 2과로 구분하는 4유형 구분의 큰 틀은 계속 유지하는 것이 바람직한 것으로 나타났다. 또한, 교육지원청의 특성 분석 결과 현행 법정 설치기준에 비해 작은 규모로 운영하는 교육지원청이 많았다. 이는 시도교육청이 교육지원청 기구 설치기준을 준수하고 학생수 감소 등을 고려하여 자발적인 효율화 노력을 기울이고 있기 때문인 것으로 판단된다. 앞으로 교육행정수요를 반영하고 기능을 적절하게 수행할 수 있는 적정 교육지원청 규모, 인구수 대비 학생수 기준의 조정, 교육지원청 산하 센터 설치에 따른 비효율 증대, 교육지원청의 설치의 최소요건 설정 등에 대해서 추가적인 논의가 필요할 것으로 보인다.

영문 초록

The purpose of this study is to analyze the appropriateness of the standards for organizational structure of local education authority(LEA) more efficiently. In this study, discriminant analysis was used to judge the appropriateness of the standards for organizational structure of LEAs. In this study, discrimination analysis was performed by dividing the Si-province and the Do-province. The four-type(2-kuk, 4-koa, 3-koa, and 2-koa) and 3-type discriminant analysis were conducted, considering the possibility of merging of 4-koa and 3-koa in the near future. There are two(population, number of students) and six criteria(area, population density, population, number of students, number of teachers) for the discriminant analysis in the study. As a result of the discriminant analysis, it is desirable to keep the large frame of the standard for organizational structure of LEAs. In addition, as a result of the analysis of the characteristics of the LEAs, the local office of education is making voluntary efforts for to reduce the size of LEAs considering the decreasing demands of the educational administration. In addition, further discussion is needed on the issue of adjustment of the number of students to population, the inefficiency caused by the establishment of LEAs affiliated centers, and the minimum requirements for the establishment of the Education Support Agency.
