방송통신중·고교 원격교육의 표준교육비 산출 연구

국문 초록

이 연구는 교육원가분석법을 적용하여 방송통신중·고등학교 원격교육에 소요되는 비용을 분석함으로써 방송통신중·고등학교 원격교육의 표준교육비를 산출하고 이를 토대로 원격교육 예산소요액 산출의 합리적 근거를 제시하는 것을 목적으로 한다. 이를 위해 방송통신중·고등학교 원격교육을 담당하고 있는 한국교육개발원의 방송통신중·고등학교운영센터의 방송중과 방송고 원격교육 지원활동을 기획, 개발, 제작, 홍보, 과정운영, 평가 단계로 구분하여 각 단계별로 소요되는 비용을 산출하였다. 최종적으로 본 연구에서 제시한 방송중과 방송고의 고정비와 가변비로 구성된 비용 함수식을 토대로 방송통신중·고등학교 원격교육의 표준교육비를 도출하였다. 분석에는 방송통신중·고등학교운영센터의 방송중 원격지원에 대한 3년간의 예·결산 자료와 방송고 원격지원에 대한 5년간의 예·결산 자료가 활용되었다. 분석 결과 방송중 지원 관련 현금지출 원가는 약 27억원이었는데, 이 가운데 고정비성 비용은 약 24억원이었다. 한편 방송고 지원 관련 현금지출 원가는 약 47.7억원이었는데, 이 가운데 고정비성 비용은 약 38억원이었다. 이들 고정비성 경비를 토대로 볼 때 방송중과 방송고의 원격교육지원을 위해서는 학생 증감에 관계없이 최소한 약 62억원이 소요되는 것을 알 수 있다. 또한 방송 중의 경우 2013년 개교한 이후 매년 학생수가 증가하는 추세에 있다. 본 연구의 분석결과에 따르면 학생수 증가와 더불어 학생당 최소 약 23만 6천원의 비용이 추가적으로 지원되어야 함을 확인하였다. 이러한 금액은 자유학기제의 도입이나 청소년반 개설 증가에 따른 대안형 원격교육 프로그램의 확대 등을 고려하지 않은 최소경비 수준이다. 따라서 향후 운영센터에서는 교육환경 변화에 따라 발생할 수 있는 기획 단계의 준고정비와 제작 및 과정 운영 단계의 가변비 변화를 주기적으로 확인할 필요가 있다.

영문 초록

The purpose of this study is to estimate the standard cost of education for online education of open secondary schools by applying the educational cost analysis model and present a rational basis for calculating the distance education budget expenditure based on this. For this purpose, roles of the center for open secondary schools of the Korea Educational Development Institute, are divided into the planning, development, production, promotion, operation, and evaluation, Finally, based on the cost function formula, which consists of fixed and variable ratios of open secondary schools, the standard cost of education for online education of open secondary schools was derived. For the analysis, three years settlement data for open middle schools and five years’ settlement data for open high schools were utilized. As a result of the analysis, the cost of supporting related to open middle schools was about 2.7 billion won, of which fixed cost was about 2.4 billion won. On the other hand, the cost related to open high schools was about 4.77 billion won, among which fixed cost was about 3.8 billion won. Based on these fixed costs, it can be seen that at least 6.2 billion won is required to support online education of open secondary schools regardless of the number of students. According to the results of this study, it was confirmed that an additional cost of at least about 236,000 won per student should be supported in addition to the increase in the number of students. This amount is the minimum level that does not take account of the expansion of alternative distance education programs. Therefore, it is necessary to periodically check the changes of the variable ratio of the production stage and the operation stage of the planning stage, which may occur according to the educational environment change.
