국내 학습장애아 급감 추세와 관련된 요인에 대한 소고

국문 초록

최근 학습에 어려움을 겪고 있는 학생에 대한 특수교육 이외의 별도의 법적, 제도적 노력이 시행 또는 시도되고 있다. 본고는 특수교육으로서의 학습장애가 특수교육이 필요한 학습장애아동을 적절히판별하고 선정하여 필요한 지원을 하고 있는가라는 의문에서 기술되었다. 교육부가 매년 수집․발표하는 특수교육통계를 기반으로 2001년부터 2016년까지의 ｢장애인등에 대한 특수교육법｣(2008년 이전에는 특수교육진흥법)이 규정하는 학습장애 범주의 학생수와 그 변화, 전체 학생수 및 전체 특수교육대상자수대비 그 비율의 변화를 살펴보았고, 지난 16년 동안 전체 학령기 학생 대비 학습장애아수 및 그 비율이급감하였음을 확인하였다. 이와 관련하여 첫째, 특수교육대상자 범주 내 관련 발달장애 영역(지적장애,의사소통장애, 정서․행동장애, 자폐성장애, 발달지체)의 도입 또는 그 출현율의 변화, 둘째, 학습장애의선정과 판별 모형에 대한 계속되는 논의와 선정 조건 및 판별 절차의 까다로움을 제시하였다. 끝으로 논의 결과를 중심으로 정책적 시사점 및 후속 연구에 대한 방향을 제시하였다.

영문 초록

This perspective paper aimed to analyze the trends in learning disabilities enrolment for the school years from 2001 to 2016 in the Republic of Korea and provide general patterns and qualitative analyses with regard to the trend. The study presented the enrollment figures for students identified with learning disabilities(LD) under the Act on Special Education for the Disabled Persons, etc. (before the year of 2008, Enforcement Decree of the Act on Special Education for the Disabled Persons) for the last 16 years. The figures for each year are (1) the number of students with LD, (2) the percentage in relation to students classified under all of the Act on Special Education for the Disabled Persons, etc. and the proportion concerning total students enrollments. The discussion examined the absolute decline trends of LD as a field and explores the possible reasons for them from historical perspectives. Following two reasons are mainly discussed; (1) the corresponding enrollment trends for other related disabilities(Intellectual Disability, Communication Disorder, Behavior and Emotional Disorder, Autism, & Developmental Delay), (2) controversy surrounding issues related to the definition, diagnostic criteria, and identification procedure of LD and related governmental policies. The implications and suggestions of these discussions for future studies were discussed.
