학교폭력대책자치위원회의 개선 방안: 학교장과 학교전담경찰관의 인식 비교

국문 초록

선행연구는 학교폭력대책자치위원회가 학교폭력 예방기능에 있어서 가지는 실효성을 검증하기 위해 교원이나 학교전담경찰관을 대상으로 설문한 실증연구가 대부분이었고, 연구의 결과는 위원회가 다소 제한적인 기능을 수행하고 있다는 점을 공통적으로 제시하였다. 하지 만, 기존의 연구는 교원을 대상으로 수행한 것들이 다수이고, 학교전담경찰관을 대상으로 수행한 설문은 많지 않다. 또한 교원 중에서 학교장을 대상으로 학교폭력대책자치위원회의 기능에 대한 만족도를 설문한 연구는 거의 전무한 실정이다. 이 연구는 교원으로서 학교장과 외부위원으로서 학교전담경찰관이 인식하는 학교폭력대책자치위원회의 기능 수행과 위원 구성에 대한 만족도를 비교하고자 두 집단에 대한 설문자료를 분석하였다. 연구의 결과, 두 집단 모두 학교폭력대책자치위원회가 피해학생의 구제에 있어서 비교적 그 기능을 충실하게 수행하지 못 하는 것으로 인식하였다. 위원 구성에 대해서는 학부모 대표가 전체 위원의 과반수를 차지하는 규정에 있어서도 두 집단 모두 가장 낮은 만족도를 보여주었다. 하지만, 이러한 학부모의 참여에 대한 만족도는 학교폭력대책자치위원회의 기능수행에 대한 만족도와 유의미한 관계를 보여주었다. 이에 대한 개선책으로 학부모 대표의 과반수 참석 규정에 대한 수정이 필요하고, 학교별로 설치되어 있는 학교폭력대책자치위원회를 인근 지역 학교별로 통합하여 운영하거나, 교육청 혹은 교육지원청 소속의 별도 기구로 설치하는 방안을 제안하 였다. 이와 함께, 교육청은 참여 위원을 대상으로 체계적인 교육을 제공함으로써 학교폭력대 책자치위원회의 전문성을 강화할 수 있고, 위원회가 기능을 충실히 수행할 수 있도록 노력해야 할 것이다.

영문 초록

Prior studies on the local board against school violence have surveyed teachers and school resource officers in order to examine the effectiveness of the board on preventing school violence, and the results indicated that the effectiveness of the board was limited. The majority of the studies asked teachers’ perception about the board, but very few were conducted with the sample of school resource officers. This study examined the survey results of principals and school resource officers regarding their perception about the effectiveness of the local board against school violence on preventing school violence and about the membership of the board. According to the results, both of the groups were not satisfied with the function of the board in protecting the victim. With regard to the membership, the respondents showed a low level of satisfaction about the regulation of parent majority rule. The multivariate analyses indicated that the satisfaction level about the parent participation was significantly related to the level of satisfaction about the function of the board. As an attempt to improve this situation, the regulation of parent majority rule should be amended, and the boards might be combined with those located near. Or, the school district may have the board as a separate organization in the main office of the district. Moreover, the board members should be educated and trained in a systematic manner in order to improve the professionalism of the board and to better conduct its functions.
