한국에서의 셉테드 적용에 관한 비판적 고찰

국문 초록

셉테드란 ‘환경설계를 통한 범죄예방’으로 물리적 공간과 지역주민과 함께 만들어가는 심리적 환경의 변화와 개선을 통하여 그 환경에서의 사건 및 사고의 발생 가능성을 줄이기 위한 유기적 활동으로써 물리적 설계뿐만 아니라 심미적 환경조성 및 IT 융·복합 유비쿼터스 기술을 활용한 첨단 사이버 환경 설계까지를 포괄하는 개념이다. 2005년 이후 국내에서도 셉티드에 대한 이론적, 실무적 논의가 활발하게 이루어져 관련 기관과 학계에서 다양한 적용 방안들이 논의되고 실제 현장에서 다양한 형태로 적용되어 왔던 것도 사실이다. 그러나 셉테 드에 대한 필요성 증대, 인식 확산 및 다양한 활용 이면에 도출되는 여러 가지 문제점들에 대한 중 장기적인 대안을 논의해 보아야 하는 시점에 와 있는 것도 사실이다. 단순하게 성과의 확산 차원에서 셉테드가 시행될 경우 이는 예산지출과 낭비의 수단으로 전락할 가능성이 높을 뿐 만 아니라 셉테드의 근본적 효과를 고려하지 않는 정책이 될 가능성이 있다. 따라서 이 연구는 국내의 셉테드 도입과 정책집행에 대한 문제점에 대한 정책적 대안을 다음과 같이 제시하고자 한다. 우선 셉테드에 대한 전국민적인 인식의 확산과 운영주체인 경찰, 도시계획 및 건축 담당 공무원의 전문화된 교육이 필요할 뿐만 아니라 예산의 편성과 집행을 하는 기관의 인식과 의지에 대한 고려가 필요하다. 더불어 주민들의 적극적인 요구와 관계기관의 적극적인 홍보를 통해 셉테드에 관한 광범위한 이해를 높이는데도 관심을 가져야 할 것이다. 이를 위해서는 무엇보다도 셉테드 정책을 일관되고 효율적으로 집행하기 위한 통합적인 조직체계를 구축하는 것이 선행되어야 하며 법적, 제도적 지원이 셉테드의 효율적 도입에 강력한 힘을 부여하여야 한다. 이와 같은 다양한 문제점에 대한 근본적인 대책을 찾고자 하는 노력과 피드백이 지속적 으로 이루어져야만 셉테드가 범죄예방의 기본적 기능과 시민들의 삶의 질을 높이는 본질적인 역할을 해낼 수 있다고 판단되면 변화되는 현대 환경과 더불어 새로운 형태의 셉테드로 진화, 발전될 것이라고 판단된다.

영문 초록

CPTED stands for ‘Crime Prevention Through Environmental Design’. It defines the work to reduces the probability of the incidents or accidents between the physical space and local residents through the changes and improvements of psychological circumstances. In addition, this includes the physical and cutting edge cyber environmental design which contains aesthetic environment or Information Technology(IT) fusion and convergence with the help of Ubiquitous technology. However, there are problems behind the need, awareness and various application of CPTED. Without improving any problems, CPTED tends to fall as like well-designed the method of budget appropriations. Therefore, this study suggests the alternatives for the introduction of CPTED and problems of the political enforcement as followings. First of all, it is required to spread the national awareness and professional education for the police and officials working at the city planning and architecture on CPTED. With the respect to the possibility of budget support, it was found that the awareness and lack of willpower of the executive organization are underlying reasons rather than the problems of legal and supporting system. Then, it is necessary to reconsider the seriousness of the problem and understand CPTED through the demand of residents and active publicity campaign from the agencies to overcome the limitations. To do this, building the integrated organization is required. Finally, the legal and institutional strategies could strengthen the effective introduction of CPTED. In an effort to find out the drastic measure, it is expected that strategy of CPTED for the decline in crime opportunities and the control of criminal psychology through the environmental design evolve in a new look. Thus, it contributes to improving people’s quality of life through the prevention of crime.
