국문 초록

본 연구의 목적은 사회서비스 정책 중 바우처 사업의 하나인 뮤직케어링 정책집행과정을 분석하여 사업의 적실성을 높이는데 있다. 뮤직케어링 사업의 집행과정분석으로 일선 집행현장에서 바우처 논리인 소비자 선택과 제공자 경쟁이 실현되는지, 지역특색에 따라 어떤 양상으로 집행되는지를 분석하였다. 정책집행 강원도 인제군과 원주시를 조사지역으로 선정하여 10개 제공기관, 일선공무원, 이용자를 대상으로 일선집행과정을 조사하여, 총 22명에 대한 심층인터뷰를 실시하였다. 연구결과 뮤직케어링 집행일선에서는 정책설계에서 가정한 바우처 이용자의 제공기관 선택과 제공기관의 경쟁은 실현되고 있지 않았다. 양 지역 모두 지리상 특성과 아동안전, 관리상의 편익을 이유로 제공기관별로 이용자가 분배되고 있었다. 이용자의 선택은 다양한 차원에서 이루어지고 있었지만 대상이 초등학생이란 특성으로 인해 거리의 제약을 벗어나지 못했고, 제공기관 간 협의에 의해 특정제공기관을 선택할 수밖에 없었다. 제공기관은 서비스 제공에서 지침준수와 모집과정에만 초점을 두었을 뿐, 경쟁을 통한 서비스 질 향상과는 거리가 있었다.

영문 초록

The purpose of this study is enhancing the adaptability of the policy for analyzing the process of music-caring service implementation, which is one of the voucher programs in social service policy. In this study, we analyzed Voucher s logic, consumer choice and supplier competition, and analyzed according to regional characteristic through the analysis of policy implementation process of music-caring service. We selected Inje County and Wonju City in Gangwon Province as an investigation area, and we surveyed 10 institutions, front-line officials, and users. As a result, we can not found the selection of consumers and competition of suppliers in execution line of music-caring service. But, in both regions, the users were distributed by the providers because of their geographical characteristics, child safety, and management benefits.The choice of the user was being made in various levels. However, the distance was limited because the policy target was elementary school students. In addition, it was forced to select a specific provider by consultation between providers. Providing institutions only focused on guideline compliance and recruitment in service delivery rather than on improving service quality through competition.
