도시형 생활주택 화재안전성 측면에서 실태 연구

국문 초록

도시형생활주택은 도시에 거주하는 소규모 가구의 주택공급을 위하여 2009년 5월부터 도시형생활주택 제도를 신설하면서 화재안전에 영향을 미치는 각종 규제를 합리적 대책 없이 완화해주었다. 그러한 결과로 의정부대봉그린아파트 화재 등 도시형생활주택에서 화재가 자주 발생하고 인접 건축물로 연소확대 등 많은 피해를 발생시키고 있다. 정부에서는 일부 화재안전과 관련한 기준을 강화하였지만 합리적 화재안전성을 확보하기에는 여전히 미흡한 실정이다. 본 연구에서는 도시형생활주택에 대한 실태조사, 관련 법규정 등을 분석하여 연소확대, 피난 등 화재안전성 측면에서의 취약요소와 문제점을 도출하였다. 실태조사 결과에 의하면 소방차의 원활한 진입, 인접건축물과 연소확대 방지, 피난계단의 안전성 등에서 많은 문제를 그대로 내포하고 있어 이에 대한 합리적 개선대책 마련이 필요한 것으로 분석되었다.

영문 초록

Urbanistic housing was newly established from May, 2009 to supply housing to small-size households in cities. In the process, several regulations related to fire safety were unshackled without reasonable precautions. As a result, fire often broke out in urbanistic housing such as the fire accident in Daebong Green Apartment Uijeongbu-si, and fire spread to adjacent buildings, resulting in serious damages. Although the government has reinforced some regulations of fire safety, it does not meet expectation because it still fails to secure reasonable fire safety measures. The present study carried out the status survey of urbanistic housing, and reviewed and analyzed applicable laws and regulations to find weak points and problems in fire safety such as fire spread and egress. The status survey found that urbanistic housing is exposed to many safety issues such as difficult access of fire engines, fire spread to neighboring buildings, and unsafe egress stairs. Therefore, it is necessary to prepare desirable corrective measures.
