재난상황에서의 대피시설 운영 개선 방안 연구

국문 초록

자연재해의 발생빈도와 강도는 증가하고 있으며 이에 대한 직 · 간접적인 대책을 마련하는 것은 중요하다. 대피시설은 자연재해 발생시 가장 신속하고 안전하게 운영되어야하는 장소이나 선정 · 관리의 측면에서 표준화된 기준을 갖추지 못하고 있어 운영 및 관리에 어려움이 발생하고 있다. 본 연구에서는 우리나라 대피시설 운영 개선 방안을 마련하기 위해 ① 국외의 대피시설 선정 · 관리현황을 조사하고 착안사항을 도출하였으며, ② 실제 피해가 발생했던 지역주민에 대한 면담 및 현장조사를 실시하여 개선사항을 도출하고 ③ 최근 5년간(2009년~2014년) 한국언론재단에 등록된 기사자료와 대피관련 연구자료의 분석을 통해 국내 대피체계에 대한 문제점을 파악하였다. 본 연구결과는 대피시설 선정 및 관리현황을 개선하는데 활용할 수 있을 것으로 기대된다.

영문 초록

The occurrence frequency and intensity of natural disasters are increasing and it is important to prepare direct and indirect countermeasures against them. Evacuation facilities are the places which should be operated fastest and most safely when the natural disaster occurs but they are not equipped with standardized criteria in the aspects of selection and operation causing many difficulties in operation and management. In this research, to prepare the ways of improving the operation of our country’s evacuation facilities, ① the current conditions of selection and management of overseas evacuation facilities were investigated and noteworthy matters were derived, ② by conducting interviews and on-site survey on the residents of the regions where actual damages occurred, the things that should be improved were derived, and ③ through the analysis of the article data that are registered on Korea Press Foundation for the recent 5 years (2009~2014) and of the research data related to evacuation, the problems with the evacuation systems of our country were grasped. The results of this research are expected to be utilized for the improvement of current conditions of selection and management of the evacuation facilities.
