국문 초록

본 연구에서는 농촌지역의 재난대비 안전커뮤니티를 구축하기 위해 농촌지역 현황을 파악하고 국내·외 농촌지역 재난대비 안전커뮤니티 구축 사례를 검토하였다. 또한 농촌마을 주민을 대상으로 재난안전활동에 대한 현황을 파악하기 위해 요구도 조사를 실시하였다. 이를 바탕으로 농촌지역 재난대비 안전커뮤니티 구축 방향을 검토하였다. 먼저 농촌주민 재난대비 안전커뮤니티 구축을 위한 사전 준비단계로 농촌지역 주민 주도하에 재난대비 활동을 수행하기 위한 참여의사를 조사하고 주민참여를 활성화하기 위한 대책을 마련해야 하며 마을 이장 및 주민 중심으로 운영될 수 있도록 관련 기관과의 지원체계를 구축해야 한다. 또한 농촌지역의 재난대비 안전커뮤니티 구축을 위한 단계에서는 농촌지역 주민과 관련 기관 구성원이 함께 협의체를 마련하여 농촌지역 주민이 주도적으로 역할을 할 수 있도록 구성 및 운영되어야 한다.

영문 초록

In this study, the disaster management status in rural areas was examined and the domestic and overseas establishment cases of safe community against a disaster in rural areas were reviewed. Also, the investigation of residents’ demands targeting residents in rural villages was conducted in order to determine the status of disaster and safety management activities. Based on the findings, the establishment direction of safe community against a disaster in a rural area was presented and the relevant contents are as follows. At first, the intention of participation for carrying out disaster preparation activities led by residents in a rural area should be investigated and the measures for revitalizing the residents’ participation should be prepared, and also the support system with relevant government authorities should be established in order to operate the established measures based on the heads of villages and residents. Also, a consultative group should be established and operated by residents in a rural area and the members of relevant government authorities together in the step to establish a safe community in preparation of disaster in a rural area to enable the residents in a rural area to play a leading role.
