국문 초록

산업부는 저탄소 녹색성장을 위해 2019년까지 부안, 고창, 영광 인근 해상에 2.5GW 해상풍력단 지를 지자체, 발전사 및 기업체와 공동으로 건설하여, 해상풍력의 지속적인 국내수요 창출에 의한 산업기반 구축 및 글로벌 경쟁력 제고를 지향하고 있다. 그러나 대규모 해상풍력건설은 기후변화, CO2 등 환경적인 측면에서는 수용성이 높다고 하더라도 해양, 바다경관, 어업 등의 관점에서 반대로 인해 사회적 갭(social gap)이 존재한다. 따라서 본연구는 인근 지역을 중심으로 지역수용성의 결정요인들을 파악하고 수용성제고를 위한 정책적 시사점을 제시하고자 한다. 본 연구의 로짓분석(logit analysis)에 의하면, 첫째, 학력과 소득수준은 통계적으로 유의한 수준 에서 수용성에 부(-)의 영향을 미쳤다. 둘째, 과거 인근지역 국책사업의 효과로서, 국책사업이 지역공동체에 부정적인 영향을 미쳤다고 평가한 부류와 그것이 해상풍력에 영향을 끼친다고 예상한 답변자들의 수용성이 높았다. 셋째, 군내거주기간이 길어질수록 해상풍력에 대한 수용성이 높았 다. 넷째, 초기 수용성보다는 현재 수용성의 계수값, 승산비 등이 커지는 강화현상이 나타났다. 끝으로 수용성극대화 방안으로서 사업 관련 투명한 정보공개와 지역 주민들의 의견수렴이 선행 되어야 한다. 아울러, 풍력사업에 따른 지역산업고도화, 현실적 어민피해보상안, 지역공동체 투자 허용, 기업의 사회적 책임 등이 요구된다.

영문 초록

With related to low carbon, green growth strategy, MOTIE set up Southwest 2.5GW offshore wind farm project with government, electric operator and manufacturers to activate domestic wind farm market for enhancing global competitiveness until 2019 near Gochang, Buan and Yeonggwang. The large scale wind farm project is acceptable on the basis of climate exchange or CO2 emission. But social gap reveals that attitudes toward offshore wind farm are unfavorable especially in local area due to ocean aesthetics or fishery. Consequently, this research is to elucidate crucial factors for acceptance near offshore wind farm and suggest policy implications for improving local acceptance. The result of logit analysis is as follows. First, the level of education and income has negative impact on acceptance. Second, with regard to former national project, the respondents, who thought former national project had negative effect on local community or who answered former national project will have enormous impact on offshore wind farm, have favorable attitude toward offshore wind farm. Third, the time span respondents live in specific county, have positive impacts on local acceptance. Finally, comparing to the first acceptance, the current acceptance results precisely clarify their opinions with respect to coefficients and odds ratios. For boosting local acceptability, we need to minimize the level of information asymmetry and to canvass the public. Moreover, sophistication of industrial structure, compensation criteria for fisherman, local community ownership and corporate social responsibility are highly required in future.
